【摘要】：網(wǎng)約車新規(guī)所反映出來的種種改革糾結(jié),包括新舊之間、放管之間、統(tǒng)分之間的糾結(jié),表明這一改革將會(huì)是一個(gè)多階段的重復(fù)博弈。新規(guī)不是改革的結(jié)束,而是一個(gè)新的開始。2016年11月1日,《網(wǎng)絡(luò)預(yù)約出租汽車經(jīng)營服務(wù)管理暫行辦法》將開始實(shí)施,我們會(huì)發(fā)現(xiàn),實(shí)踐展開的過程將提出更多的問題,這個(gè)過程是一個(gè)重要的"政策學(xué)習(xí)"過程。
[Abstract]:All kinds of reform entanglements reflected in the new regulations, including between the old and the new, between the old and the new, between the management and the division, indicate that the reform will be a multi-stage repeated game.
