【摘要】：日本福島核事故以來,全球核能界開始新一輪反思,國際社會出現(xiàn)了"棄核"和"保核"兩種不同觀點,前者以德國為代表,后者以法國和美國為代表。由于我國能源結構中對傳統(tǒng)化石能源的嚴重依賴,為保障能源安全,應對氣候變化,清潔化能源,考慮到核電在我國能源結構中比例較低的現(xiàn)狀,發(fā)展核電的方向不應改變�；趯γ绹⒎▏�、日本原子能立法現(xiàn)狀的分析和比較,為保障核能產業(yè)的健康發(fā)展,我國《原子能法》的起草應定位為以環(huán)境保護為優(yōu)先,安全第一,經濟性、市場化推動并重,并應進一步理清核能監(jiān)管體制、建立核污染保險制度。
[Abstract]:Since the Fukushima nuclear accident in Japan, the global nuclear energy community has begun a new round of reflection. The international community has emerged two different views, namely, Germany and France and the United States, which represent "nuclear abandonment" and "nuclear preservation". Because of the heavy dependence on traditional fossil energy in the energy structure of our country, the direction of developing nuclear power should not be changed in order to protect energy security, deal with climate change and clean energy. Considering the low proportion of nuclear power in the energy structure of our country, the direction of developing nuclear power should not be changed. Based on the analysis and comparison of the current situation of atomic energy legislation in the United States, France and Japan, in order to ensure the healthy development of the nuclear energy industry, the drafting of the Atomic Energy Law in China should be positioned as giving priority to environmental protection, safety first, and economy. Market-oriented promotion, and should further clarify the nuclear energy regulatory system, the establishment of nuclear pollution insurance system.
