【摘要】：在經(jīng)濟(jì)利益與環(huán)境利益的沖突中,由于公眾對(duì)經(jīng)濟(jì)利益的選擇偏好,以及環(huán)境利益的間接性,經(jīng)濟(jì)利益更受關(guān)注。法律的主要功能在于調(diào)整各種相互沖突的利益。如何確立公眾、企業(yè)與地方政府的利益激勵(lì)和協(xié)商制度,這是構(gòu)建平衡經(jīng)濟(jì)利益與環(huán)境利益沖突的法律制度的核心問(wèn)題。
[Abstract]:In the conflict between economic interests and environmental interests, economic interests are paid more attention because of the public preference for economic interests and the indirect nature of environmental interests. The main function of law is to adjust various conflicting interests. How to establish the interest incentive and consultation system of the public, enterprise and local government is the core problem of constructing the legal system of balancing the conflict between economic interests and environmental interests.
