【摘要】：小城鎮(zhèn)發(fā)展問題是我國當(dāng)前的一個重大問題,直接關(guān)系到我國城鎮(zhèn)化進程、農(nóng)業(yè)與農(nóng)村經(jīng)濟發(fā)展以及國民經(jīng)濟的可持續(xù)發(fā)展。在當(dāng)前我國人口過度增長、資源嚴(yán)重短缺、環(huán)境污染及生態(tài)退化的國情下,在全面建設(shè)小康社會、構(gòu)建和諧社會的大背景下,創(chuàng)建和諧小城鎮(zhèn),保持小城鎮(zhèn)建設(shè)人與自然和諧共生的狀態(tài),加快小城鎮(zhèn)生態(tài)環(huán)境建設(shè)勢在必行。改革開放以來,我國小城鎮(zhèn)建設(shè)取得了巨大的成就,但是城鎮(zhèn)化進程中的生態(tài)環(huán)境問題日益嚴(yán)重,已經(jīng)成為我國大多數(shù)小城鎮(zhèn)社會全面進步的限制因素。小城鎮(zhèn)快速發(fā)展給城鎮(zhèn)生態(tài)環(huán)境帶來的負(fù)效應(yīng)使其生態(tài)環(huán)境保護的任務(wù)更加艱巨和迫切。 本文是分為六章撰寫的,本論文首先對小城鎮(zhèn)生態(tài)環(huán)境保護相關(guān)概念進行了界定,深入系統(tǒng)的分析小城鎮(zhèn)生態(tài)環(huán)境保護的現(xiàn)狀,提出目前小城鎮(zhèn)生態(tài)環(huán)境建設(shè)中普遍存在土地資源形勢嚴(yán)峻、水資源緊缺、環(huán)境質(zhì)量下降、工農(nóng)業(yè)污染嚴(yán)重、環(huán)境基礎(chǔ)設(shè)施建設(shè)欠缺等問題,明確了生態(tài)保護對于小城鎮(zhèn)經(jīng)濟、社會、環(huán)境建設(shè)具有的重要意義,并簡要介紹了小城鎮(zhèn)生態(tài)環(huán)境保護的基礎(chǔ)理論——可持續(xù)發(fā)展的理論、區(qū)域整體化理論,及環(huán)境承載力理論等。指出現(xiàn)階段我國小城鎮(zhèn)生態(tài)環(huán)境保護法治建設(shè)存在的一些問題,主要是小城鎮(zhèn)生態(tài)環(huán)境保護法治建設(shè)中立法、執(zhí)法、司法、守法以及法律監(jiān)督方面的問題。再針對這些問題,提出我國小城鎮(zhèn)環(huán)境保護法治建設(shè)應(yīng)該從以下幾個方面進行：全面貫徹可持續(xù)發(fā)展原則；創(chuàng)新自然資源權(quán)屬制度；規(guī)定公民環(huán)境權(quán)；加快制定綜合立法；增強地方立法的特色；完善法律體系；建立科學(xué)高效的環(huán)境執(zhí)法監(jiān)管體系；培養(yǎng)民眾的環(huán)保法律意識。即指導(dǎo)思想科學(xué)化,法律體系完備化,監(jiān)管機制高效化和民眾環(huán)保法律意識普及化。希望通過法治建設(shè)的不斷完善,真正促進小城鎮(zhèn)的生態(tài)環(huán)境保護工作,保證我國小城鎮(zhèn)可持續(xù)發(fā)展。
[Abstract]:The development of small towns is an important problem in our country at present, which is directly related to the process of urbanization, the development of agriculture and rural economy and the sustainable development of national economy. In the current situation of excessive population growth, severe shortage of resources, environmental pollution and ecological degradation, under the background of building a well-off society in an all-round way and building a harmonious society, a harmonious small town is established. It is imperative to maintain the harmonious symbiosis between man and nature in the construction of small towns and accelerate the construction of ecological environment in small towns. Since the reform and opening up, the construction of small towns in China has made great achievements, but the ecological environment problem in the process of urbanization is becoming more and more serious, which has become the limiting factor for the overall social progress of most small towns in our country. The negative effect of the rapid development of small towns on the ecological environment of towns makes the task of ecological environment protection more arduous and urgent. This paper is divided into six chapters, this paper first defines the concept of ecological environmental protection of small towns, in-depth and systematic analysis of the status of ecological environmental protection in small towns. It is pointed out that there are many problems in the ecological environment construction of small towns, such as the severe situation of land resources, the shortage of water resources, the decline of environmental quality, the serious pollution of industry and agriculture, the lack of environmental infrastructure construction, and so on, and it is clear that ecological protection is of great importance to the economy of small towns. This paper introduces the basic theories of ecological environment protection of small towns, such as the theory of sustainable development, the theory of regional integration, and the theory of environmental carrying capacity. This paper points out some problems existing in the construction of ecological environment protection and rule of law in small towns in our country at present, mainly in the aspects of legislation, law enforcement, administration of justice, law-abiding and legal supervision in the construction of ecological environment protection of small towns by law. In view of these problems, the author points out that the construction of environmental protection and rule of law in small towns in China should be carried out from the following aspects: implementing the principle of sustainable development in an all-round way; innovating the system of ownership of natural resources; stipulating citizens' environmental rights; speeding up the formulation of comprehensive legislation; Strengthen the characteristics of local legislation; improve the legal system; establish a scientific and efficient environmental law enforcement regulatory system; train the public awareness of environmental protection law. That is, scientific guiding ideology, perfect legal system, high efficiency of supervision mechanism and popularization of environmental protection legal consciousness. It is hoped that through the continuous improvement of the construction of the rule of law, the work of protecting the ecological environment of small towns can be really promoted and the sustainable development of small towns in China will be ensured.
