中國林權制度變遷研究
[Abstract]:Based on the change of the concept of development, this paper probes into the theory of sustainable development which is generally accepted in the world. The theory of sustainable development provides a direction for the development of Chinese forest tenure system and provides theoretical support for the sustainable development of forestry. Based on the theory of sustainable development, the theory of property right and the theory of institutional change, this paper explores the theoretical connotation of the forest right system, reveals the essential origin of the arrangement of the forest right system, and enriches the theory of the change of the forest right system in China. The sustainable development of forestry is an important part of the sustainable development strategy of Chinese economy and society. The practice and theory prove that the rational arrangement of forest right system plays a key and core role in the sustainable development of forestry. The correct treatment of the historical stages of the change of forest tenure system has a good reference to the arrangement of the current forest tenure system, because no policy or regulation comes out of the blue, and there is continuity and inheritance between the policies. Forest right system is no exception. It is not difficult to find that the change of forest tenure system is to better protect and realize its economic value and satisfy the demands of stakeholders, which ignores the other benefits of forestry. After an objective analysis of the forest property right system in various stages, it is found that there are some misunderstandings about the forestry "three definite" stage in the forest tenure system change, and it is generally believed that the forestry "three definite" system violates the original intention of the forest property right system reform. The failure of the successful implementation and completion of the forest property right system has resulted in bad policy consequences. Taking the forestry "three determinations" as the focus, the paper evaluates the forest tenure system reform objectively and impartially, and finds out the sustainability and irrationality of the forest property right system reform in each stage. The reform of forest property right system has finally found the correct path of forestry development after tortuous development. The main conclusions are as follows: first, the change of forest right system should develop with the development of society, be harmonious with social development, and adapt to the new changes and requirements of social development. Second, the historical status of the forestry "three determinations" cannot be ignored. After the successful completion of the forestry "three decisions" policies, however, they have not improved synchronously with the development of society, nor have they been adapted to the special forest conditions of China. Only then will there appear the contradiction between the policy and the actual management of forestry, which will lead to misunderstandings in all walks of life of the society and will not treat it correctly, so we should learn from the experience and abandon the lessons. Third, correctly look at the difficulties and failures in the change of forest property right system, and the emergence of any system is not smooth. Under the restriction of various factors, forest right system reform will surely grow with twists and turns. We should face the problem squarely. And solve these problems, rather than negate it, just like the forestry "three certainty." On the basis of the above conclusions, this paper summarizes the effect of forest tenure system reform and puts forward some suggestions. The sustainable development of forestry is promoted by the concept of sustainable development. Although the road of forest tenure system reform is still long, it may encounter many setbacks. However, with the deepening of the reform of forest property right system, the sustainable development of forestry construction will surely become a positive result. We are full of expectation and confidence in the reform of forest property right system.
