【摘要】： 自中央提出振興東北以來,在中央的大力扶植下,東北三省的經(jīng)濟得到持續(xù)快速的發(fā)展,人民生活水平顯著提高。然而在經(jīng)濟高速發(fā)展的同時,環(huán)境問題也到了空前嚴峻的程度。本文主要從研究東北農(nóng)村環(huán)境污染的現(xiàn)狀入手,通過對國外部分發(fā)達國家有關(guān)農(nóng)村環(huán)境污染防治的分析,同時結(jié)合東北農(nóng)村的實際情況,進而探索農(nóng)村環(huán)境污染防治的對策。 本人認為,我們應(yīng)盡快完善東北農(nóng)村環(huán)境保護立法；在執(zhí)法方面實行政府首長負責(zé)的環(huán)境管理模式；在司法方面要完善農(nóng)村司法體制,構(gòu)建涉農(nóng)法律援助制度。并且必須重視增強和提高農(nóng)村干部和農(nóng)民的環(huán)境法律意識,要加強農(nóng)村法治建設(shè),充分發(fā)揮環(huán)境法律在保護農(nóng)村環(huán)境中的重要作用。
[Abstract]:Since the central authorities put forward to revitalize the Northeast, under the support of the Central Committee, the economy of the three Northeast provinces has been continuously and rapidly developed, and the living standards of the people have been improved significantly. However, with the rapid development of economy, environmental problems have reached an unprecedented severity. This paper mainly starts with the study of the present situation of rural environmental pollution in Northeast China, analyzes the prevention and control of rural environmental pollution in some developed countries abroad, and combines the actual situation of rural areas in Northeast China, and then probes into the countermeasures for the prevention and control of rural environmental pollution. In my opinion, we should perfect the legislation of rural environmental protection in Northeast China as soon as possible; carry out the environmental management mode responsible by the head of government in enforcing the law; perfect the rural judicial system in the judicial aspect, and construct the system of legal aid concerning agriculture. And we must pay attention to strengthening and improving the environmental legal consciousness of rural cadres and farmers, strengthen the construction of rural rule of law, and give full play to the important role of environmental law in protecting the rural environment.
