【摘要】：生態(tài)補(bǔ)償是指生態(tài)系統(tǒng)服務(wù)功能的受益者向生態(tài)系統(tǒng)服務(wù)功能的提供者支付費(fèi)用的機(jī)制,其理論依據(jù)主要有自然資本論、外部性理論、公共物品理論等。生態(tài)補(bǔ)償?shù)闹黧w是依法有進(jìn)行生態(tài)補(bǔ)償?shù)臋?quán)利能力或負(fù)有生態(tài)補(bǔ)償職責(zé)的國家、國家機(jī)關(guān)、法人、其他社會組織以及自然人。生態(tài)補(bǔ)償?shù)目腕w包括自然資源、生態(tài)環(huán)境和主體所從事的各種保護(hù)生態(tài)環(huán)境、自然資源的行為。生態(tài)補(bǔ)償方式主要有公共財(cái)政補(bǔ)償方式和市場機(jī)制補(bǔ)償方式。生態(tài)補(bǔ)償標(biāo)準(zhǔn)主要涉及生態(tài)補(bǔ)償客體的自然資本、生態(tài)服務(wù)功能價(jià)值以及環(huán)境治理或生態(tài)恢復(fù)成本。
[Abstract]:Ecological compensation refers to the mechanism by which the beneficiaries of ecosystem service function pay the cost to the provider of ecosystem service function. Its theoretical basis mainly includes natural capital theory, externality theory, public goods theory and so on. The main body of ecological compensation is the state, state organs, legal persons, other social organizations and natural persons who have the right and capacity to carry out ecological compensation according to law or have the duty of ecological compensation. The object of ecological compensation includes natural resources, ecological environment and various behaviors of protecting ecological environment and natural resources. Ecological compensation mainly includes public finance compensation and market mechanism compensation. The ecological compensation standard mainly involves the natural capital of the ecological compensation object, the value of ecological service function and the cost of environmental treatment or ecological restoration.
