【摘要】： 電力行業(yè)是現(xiàn)代社會(huì)國(guó)民經(jīng)濟(jì)體系運(yùn)行的重要保障和基礎(chǔ),科學(xué)有效的電力監(jiān)管是保證電力行業(yè)健康、安全、高效發(fā)展的必要條件。中國(guó)電力行業(yè)經(jīng)歷了漫長(zhǎng)曲折的發(fā)展,取得世人矚目的成就,但現(xiàn)代意義的電力監(jiān)管體系建設(shè)才剛剛起步,任重而道遠(yuǎn)。本文立足于法經(jīng)濟(jì)學(xué)的視角和分析方法,以激勵(lì)相容、機(jī)制設(shè)計(jì)、博弈論等基本理論為依據(jù),在回顧電力行業(yè)監(jiān)管歷史和監(jiān)管機(jī)制演進(jìn)的基礎(chǔ)上,針對(duì)目前中國(guó)電力行業(yè)監(jiān)管存在的問(wèn)題,借鑒和比較發(fā)達(dá)國(guó)家的經(jīng)驗(yàn)教訓(xùn),通過(guò)對(duì)電力監(jiān)管制度的經(jīng)濟(jì)學(xué)分析及激勵(lì)性監(jiān)管機(jī)制的制度化路徑兩個(gè)方面的交互研究,結(jié)合中國(guó)電力行業(yè)的獨(dú)特國(guó)情,提出完善和改進(jìn)我國(guó)電力行業(yè)監(jiān)管的若干建議。
[Abstract]:The electric power industry is an important guarantee and foundation for the operation of the national economic system in modern society. Scientific and effective electric power supervision is a necessary condition to ensure the healthy, safe and efficient development of the electric power industry. The electric power industry of China has experienced a long and tortuous development, and has made great achievements in the world, but the construction of the modern electric power supervision system has just started, and it has a long way to go. Based on the perspective and analysis method of law and economics, based on the basic theories of incentive compatibility, mechanism design and game theory, this paper reviews the history of power industry supervision and the evolution of supervision mechanism. In view of the problems existing in the supervision of the electric power industry in China at present, this paper draws lessons from and compares the experiences and lessons of the developed countries, through the economic analysis of the electric power supervision system and the interactive research on the institutionalization path of the incentive supervision mechanism. According to the unique situation of China's electric power industry, some suggestions are put forward to perfect and improve the supervision of China's electric power industry.
