低碳型建筑規(guī)劃的政策法律引導(dǎo)

【摘要】:建筑行業(yè)是資源、能源耗能大戶。據(jù)統(tǒng)計,全球50%的資源用于建筑的建造及其使用過程,產(chǎn)生的50%的固體廢棄物也來源于建筑行業(yè),且建筑行為本身也伴隨著對環(huán)境的破壞,所以在低碳經(jīng)濟環(huán)境下發(fā)展低碳型建筑勢在必行。從我國低碳型建筑的目前的發(fā)展情況來看,在其推廣過程中存在諸多問題,主要表現(xiàn)在社會節(jié)能意識薄弱,創(chuàng)新性節(jié)能技術(shù)滯后,材料利用率低,國家激勵政策缺乏等方面。建筑規(guī)劃作為建造的初期工程,其合理性直接影響到后期的建筑物施工、運營管理及最終拆除等環(huán)節(jié)對環(huán)境的影響。它是一個具有前瞻性和全方位的系統(tǒng)工程,代表著環(huán)境友好、節(jié)約資源、科技含量高的可持續(xù)發(fā)展建筑規(guī)劃理念,為人們提供健康舒適的居住環(huán)境,將建筑融入到原有的自然生態(tài)環(huán)境并與其形成新的生態(tài)平衡環(huán)境,并與所處的生態(tài)環(huán)境和諧共生。本文通過對國內(nèi)外低碳型建筑發(fā)展現(xiàn)狀的分析,引出建筑規(guī)劃概念、特征、基本理念,提出低碳型建筑發(fā)展過程中的限制性因素,及建筑規(guī)劃研究的基本方法和設(shè)計過程,接著從轉(zhuǎn)變消費者生活方式和轉(zhuǎn)變政府職能,制定相關(guān)法律政策環(huán)境,及加強節(jié)能技術(shù)和碳排放評價指標(biāo)等幾個方面提出建設(shè)性意見。在文章的最后,筆者提出對低碳型建筑的發(fā)展提出展望,并期望更多的學(xué)者能致力于低碳型建筑發(fā)展領(lǐng)域的研究工作。
[Abstract]:Construction industry is a resource, energy consumption large household. According to statistics, 50% of the world's resources are spent on building construction and its use, and 50% of the solid waste generated comes from the construction industry, and the behavior of the building itself is accompanied by damage to the environment. So it is imperative to develop low-carbon building under low-carbon economy environment. According to the current development of low-carbon building in China, there are many problems in the process of its popularization, such as the weak consciousness of energy saving in society, the lag of innovative energy-saving technology, the low utilization rate of materials, the lack of national incentive policy and so on. As the initial stage of construction, the rationality of architectural planning has a direct impact on the environment in the later stage of building construction, operation management and final demolition. It is a forward-looking and comprehensive system engineering, representing the environmentally friendly, resource-saving, high-technology sustainable development architecture planning concept, to provide people with a healthy and comfortable living environment. The architecture is integrated into the original natural ecological environment and forms a new ecological balanced environment with which it lives in harmony and symbiosis. Based on the analysis of the development situation of low-carbon architecture at home and abroad, this paper introduces the concept, characteristics and basic concept of building planning, and puts forward the restrictive factors in the development of low-carbon building, as well as the basic methods and design process of architectural planning research. Then some constructive suggestions are put forward from several aspects, such as changing consumer lifestyle and changing government functions, making relevant legal and policy environment, and strengthening energy saving technology and carbon emission evaluation index. At the end of the paper, the author puts forward the prospect of the development of low-carbon building, and expects more scholars to devote themselves to the research work in the field of low-carbon building development.
