【摘要】：“司法是社會正義的最后一道防線”，在環(huán)境污染與破壞問題日益顯現(xiàn)的今天，為環(huán)境公共利益的實現(xiàn)提供全方位的救濟途徑，完善侵害環(huán)境公共利益的解決機制，建立環(huán)境民事公益訴訟成為最佳方式。地方檢察機關根據(jù)各地的實際參與環(huán)境公益訴訟，開展了一系列的有效的實踐和探索，取得了一定的成效。其中最為常見的方式即是檢察機關支持環(huán)境民事公益訴訟。 論文內(nèi)容由四章組成，第一章為檢察機關支持環(huán)境公益民事訴訟制度的基本理論，，旨在明確檢察機關支持環(huán)境民事公益訴訟的涵義、特征及其必要性；第二章介紹該項制度的演變及現(xiàn)狀；第三章是從目前的現(xiàn)狀著手，指出存在的問題；第四章是在前文的基礎上提出完善建議，更好的解決已有的訴訟問題。
[Abstract]:"Justice is the last line of defense of social justice". Today, the problem of environmental pollution and destruction is becoming more and more obvious, which provides a comprehensive relief way for the realization of environmental public interest, and consummates the solving mechanism of encroaching on environmental public interest.Establishing environmental civil public interest litigation is the best way.The local procuratorial organs have carried out a series of effective practices and explorations according to the actual situation of participating in environmental public interest litigation and achieved certain results.Among them, the most common way is that the procuratorial organ supports the environmental civil public interest litigation.The thesis consists of four chapters. The first chapter is the basic theory of procuratorial organ supporting the environmental public interest civil litigation system, in order to clarify the meaning, characteristics and necessity of the procuratorial organ supporting the environmental civil public interest litigation.The second chapter introduces the evolution of the system and the current situation; the third chapter is from the current situation, pointing out the existing problems; the fourth chapter is on the basis of the previous suggestions to improve the better solution to the existing litigation problems.
