【摘要】：近幾年的環(huán)境監(jiān)測數(shù)據(jù)表明,京津冀區(qū)域的各項(xiàng)環(huán)境污染指標(biāo)遠(yuǎn)遠(yuǎn)高于全國其他地區(qū)。在全國城市空氣質(zhì)量排名最后10位的城市中,京津冀區(qū)域的13個(gè)城市基本上要占據(jù)6個(gè)~8個(gè)席位。京津冀區(qū)域環(huán)境污染日益嚴(yán)重的現(xiàn)狀,要求京津冀三省市在環(huán)境治理方面必須通力合作,通過協(xié)同治理使該地區(qū)的環(huán)境質(zhì)量取得根本性改善。京津冀區(qū)域環(huán)境協(xié)同治理也面臨著許多制約因素,如地方政府環(huán)境治理目標(biāo)的偏好不同、區(qū)域內(nèi)環(huán)境治理的法律規(guī)范不統(tǒng)一、環(huán)境監(jiān)管分別執(zhí)法、環(huán)境協(xié)同治理缺乏制度性保障等。為了使京津冀區(qū)域環(huán)境協(xié)同治理達(dá)到預(yù)期目標(biāo),應(yīng)著力統(tǒng)一區(qū)域內(nèi)環(huán)境治理規(guī)范,建立區(qū)域內(nèi)環(huán)境信息共享機(jī)制和環(huán)境監(jiān)管聯(lián)合執(zhí)法機(jī)制,完善區(qū)域內(nèi)生態(tài)環(huán)境補(bǔ)償制度并明確地方政府的責(zé)任。
[Abstract]:Environmental monitoring data in recent years have shown that environmental pollution indicators in the Beijing-Tianjin-Hebei region are far higher than in the rest of the country. The 13 cities in the Beijing-Tianjin-Hebei region basically occupy six to eight seats. The increasing environmental pollution in the Beijing-Tianjin-Hebei region requires the three provinces and cities of Beijing, Tianjin and Hebei to cooperate in environmental management. The environmental quality of this area has been improved fundamentally by collaborative governance, and the Beijing, Tianjin and Hebei regions also face many constraints, such as the different preferences of local governments' environmental governance objectives. The laws and regulations of environmental governance in the region are not unified, the environmental supervision and control are carried out separately, and the environmental cooperative governance lacks institutional protection. In order to achieve the expected goal of the environmental cooperative governance in the Beijing-Tianjin-Hebei region, it is necessary to make efforts to unify the environmental governance norms in the region. The environmental information sharing mechanism and the joint law enforcement mechanism of environmental supervision in the region should be established to perfect the ecological environment compensation system in the region and to clarify the responsibility of the local government.
