【摘要】：2009年在丹麥首都哥本哈根召開的聯合國氣候變化大會,一度被稱為是“史上最牛的會議”和“人類拯救地球的最后一次大會”,雖然大會最終只是以一紙毫無法律約束力的協議而告終,但是“低碳”這個詞匯卻是被無限地放大和傳播,全世界掀起了一股低碳的浪潮。世界各國人民都通過各種活動來呼吁節(jié)能減排,倡導低碳生活。低碳理論在全球變暖理論的支撐下、在強烈環(huán)保主義意識的力捧下、在國際法律規(guī)則的規(guī)范下,尤其是在巨大經濟利益的誘導下不僅站穩(wěn)了腳跟,還如火如荼地發(fā)展起來。面對全世界范圍內掀起的這股低碳浪潮,低碳發(fā)展勢必會成為我國今后一段時間發(fā)展的主要方向。而要發(fā)展低碳經濟，構建低碳社會，需要資金的投入、技術的創(chuàng)新、制度的完善，需要從文化建設的高度來加以認識與實踐。只有在全社會構建一種科學的低碳文化，并且使之滲透到每個人的生產和生活當中，使低碳文化的思想根深蒂固于每個人的心中，從而使其內化為每個人都要遵守的行為準則和道德規(guī)范,才能使低碳文化產生強大的動力，從而推動我國低碳經濟的發(fā)展和社會的全面進步。 本文在總結有關低碳文化研究文獻的基礎上，，對低碳文化建設的基本理論進行了分析，并將狹義的低碳概念和廣義的文化概念結合起來，從所謂廣義的低碳文化的角度論述我國低碳文化的現狀及其對策。本文認為，所謂低碳文化就是指關于降低二氧化碳等溫室氣體排放的低碳意識、低碳理念、低碳知識、低碳思想、低碳態(tài)度、低碳習俗、低碳信仰、低碳技術、低碳器物、低碳規(guī)范、低碳制度等。而我國低碳文化建設的主要阻力表現為全球化壓力下的各國博弈與挑戰(zhàn)、經濟結構調整困難重重、低碳市場機制發(fā)育不全、我國低碳政府管理能力弱化、低碳科技發(fā)展能力不強、低碳教育相對弱化、低碳制度建設滯后等七個方面，并從強化低碳理念與低碳生活、構建低碳經濟結構、促進政府低碳管理、發(fā)展低碳科學技術、開展低碳教育和建立健全低碳制度等多方面指出破解我國低碳文化阻力的對策。
[Abstract]:In 2009, the United Nations Climate change Conference, held in Copenhagen, Denmark, was once described as the "greatest conference ever" and "the last conference of mankind to save the planet". Although the Congress ended up with a non-legally binding agreement, the word "low carbon" was amplified and disseminated indefinitely. The world has set off a wave of low-carbon. People all over the world call for energy conservation and emission reduction through various activities, advocating low-carbon life. Low-carbon theory is supported by the theory of global warming. In a strong sense of environmental protection, under the norms of international legal rules, especially under the guidance of huge economic interests, not only has a firm foothold. In the face of the low carbon wave in the world, low-carbon development is bound to become the main direction of the future development of our country. But to develop low-carbon economy and build a low-carbon society. Need the investment of funds, the innovation of technology, the perfection of system, need to understand and practice from the height of cultural construction. Only in the whole society to build a kind of scientific low-carbon culture. And make it permeate into the production and life of everyone, so that the thought of low-carbon culture is deeply ingrained in everyone's heart, so that it is internalized into the code of conduct and ethics that everyone must abide by. Only then can low carbon culture produce powerful motive force, thus promote the development of low carbon economy and the overall progress of society in our country. On the basis of summarizing the research literature of low-carbon culture, this paper analyzes the basic theory of low-carbon culture construction, and combines the narrow concept of low-carbon culture with the broad concept of culture. This paper discusses the current situation and countermeasures of low-carbon culture in China from the perspective of the so-called broad sense of low-carbon culture. This paper argues that the so-called low-carbon culture refers to the low carbon consciousness and low carbon concept about reducing greenhouse gas emissions such as carbon dioxide. Low carbon knowledge, low carbon ideas, low carbon attitudes, low carbon customs, low carbon beliefs, low carbon technologies, low carbon devices, low carbon norms. The main resistance to the construction of low-carbon culture in China is the game and challenge of countries under the pressure of globalization, the adjustment of economic structure is difficult, and the mechanism of low-carbon market is not fully developed. Our country low carbon government management ability weakens, the low carbon science and technology development ability is not strong, the low carbon education relatively weakens, the low carbon system construction lags behind, and from strengthens the low carbon idea and the low carbon life, constructs the low carbon economy structure. To promote government low-carbon management, to develop low-carbon science and technology, to develop low-carbon education and to establish and improve low-carbon system, and so on, the countermeasures to solve the low carbon cultural resistance in China are pointed out.
