摘要：

美國(guó)頁(yè)巖氣能源革命漂亮的“成績(jī)單”將頁(yè)巖氣這種原本礦產(chǎn)學(xué)、地質(zhì)學(xué)中不太亮眼的非常規(guī)油氣資源類(lèi)型，重新帶到世界面前。但是，人們認(rèn)識(shí)到頁(yè)巖氣資源的開(kāi)發(fā)與相關(guān)環(huán)境保護(hù)存在著開(kāi)發(fā)技術(shù)以及國(guó)內(nèi)法、國(guó)際法上的一些障礙。特別是在國(guó)際法方面，頁(yè)巖氣行業(yè)的發(fā)展面臨相關(guān)國(guó)際法規(guī)則的重要挑戰(zhàn)。需要及時(shí)對(duì)這些挑戰(zhàn)進(jìn)行系統(tǒng)研究，以填補(bǔ)頁(yè)巖氣國(guó)際法問(wèn)題理論準(zhǔn)備的空白，，并對(duì)中國(guó)相關(guān)產(chǎn)業(yè)的發(fā)展提供法律建議。

Abstract： 

The Shale gas energy revolution in the United States of America took shinning back to the front of the world the Shale gas which,as an unconventional oil and gas resources type,used to be ignored by mineral science.However,there are legal obstacles in developing Shale gas resources as far as the development of shale gas resources and the related environmental protection,especially in the aspect of international law.We need to study all these legal obstacles systematically,for filling the blanks of international law issues,and offer advice for Chi-nese related industry.
