【摘要】：近年來(lái),隨著社會(huì)經(jīng)濟(jì)的不斷發(fā)展,犯罪率的不斷攀升,刑釋人員的重新犯罪率也在逐年增長(zhǎng),已對(duì)社會(huì)主義和諧社會(huì)的建設(shè)構(gòu)成了嚴(yán)重的威脅,成為一個(gè)亟待解決的重要的社會(huì)問(wèn)題。 在這一背景下,將刑釋人員重新違法犯罪率作為衡量監(jiān)管工作的首要標(biāo)準(zhǔn),是新時(shí)期構(gòu)建社會(huì)主義和諧社會(huì)的目標(biāo)任務(wù)對(duì)監(jiān)獄工作提出的更新要求和更高標(biāo)準(zhǔn)。監(jiān)獄教育改造工作的開展情況與刑釋人員的重新犯罪有著十分重要的聯(lián)系。創(chuàng)新是發(fā)展的動(dòng)力和源泉,沒(méi)有創(chuàng)新,監(jiān)獄教育改造工作就會(huì)停滯不前。在“首要標(biāo)準(zhǔn)”的背景下,如何審時(shí)度勢(shì),深入貫徹落實(shí)科學(xué)發(fā)展觀,牢牢抓住教育改造工作的重點(diǎn)環(huán)節(jié),不斷創(chuàng)新完善教育改造方法,提高教育改造質(zhì)量,減少重新犯罪率,對(duì)于新時(shí)期監(jiān)獄工作具有重要的實(shí)踐價(jià)值和現(xiàn)實(shí)意義。 本調(diào)查研究報(bào)告通過(guò)采用實(shí)地調(diào)查法、訪談法、查閱資料等研究方法,對(duì)筆者所在監(jiān)獄重新犯罪情況開展深入詳盡的調(diào)查,研究重新犯罪的基本情況、特點(diǎn)及原因,通過(guò)對(duì)調(diào)查研究結(jié)果的分析,找出在“首要標(biāo)準(zhǔn)”背景下,監(jiān)獄教育改造工作的現(xiàn)狀及面臨的主要問(wèn)題,積極探索教育改造工作新途徑,創(chuàng)新教育改造工作新方法,從而極大程度上減少重新犯罪率,維護(hù)社會(huì)的和諧與穩(wěn)定。
[Abstract]:In recent years, with the continuous development of social economy and the rising crime rate, the re-crime rate of the criminal release personnel is also increasing year by year, which has posed a serious threat to the construction of a harmonious socialist society. It has become an important social problem to be solved urgently. Under this background, it is the new requirement and higher standard for prison work that the target task of constructing socialist harmonious society in the new period is to take the crime rate of reentry of criminal release personnel as the primary standard to measure the supervision work. There is a very important connection between the development of prison education reform and the reoffending of released prisoners. Innovation is the motive force and source of development. Without innovation, the reform of prison education will stagnate. Under the background of "the primary standard", how to judge the situation, carry out the scientific development view in depth, grasp the key link of the education reform work, innovate and perfect the education reform method, improve the quality of the education reform, and reduce the re-crime rate. It has important practical value and practical significance for prison work in the new period. This investigation and research report through the use of field investigation, interviews, access to information and other research methods, the author of the prison to carry out a thorough and detailed investigation of the situation of re-crime, to study the basic situation, characteristics and causes of re-crime, Based on the analysis of the results of investigation and research, this paper finds out the present situation and main problems of the reform of prison education under the background of "the primary standard", and actively explores the new ways of the reform of education and innovates the new methods of the reform of education. Thus greatly reduces the relapse crime rate, maintains the social harmony and the stability.
