文章摘要：堅(jiān)持“有案玨查、有腐必懲”是新一屆中央紀(jì)委提出的莊嚴(yán)承諾，表明了黨和國家剎風(fēng)整紀(jì)、遏制腐敗、推進(jìn)廉潔政治建設(shè)的堅(jiān)強(qiáng)決心。當(dāng)前紀(jì)檢監(jiān)察機(jī)關(guān)選擇性立案現(xiàn)象比較突出，無法形成“不敢腐、不能腐、不易腐”的長效機(jī)制。因此，，要對現(xiàn)行紀(jì)檢監(jiān)察機(jī)關(guān)立案制度進(jìn)行改革和完善，使立案程序簡化與去獨(dú)立化；以立案登記制度代替現(xiàn)行的立案審批制度，限制和規(guī)范審批權(quán)的行使；建立健全案件線索管理和立案監(jiān)督制約機(jī)魯川，提高案源質(zhì)量，防止案源流失。

Abstr：The new session of the Central Commission for Discipline Inspection puts forward a solemn commitment that each case will be checked and each corruption will be punished, which displays the determination of our Party and government to rectify the social atmosphere, curb the corruption and promote the anti-corruption construction. At present, there exists a seri- ous problem that inspection organs will file cases selectively, which is harmful for the establishing of the long-term mechanism of making people feel afraid, unable and uneasy when taking bribe. Therefore, case-filing system needs reforming and improv- ing to be simplified and independent. Besides, the existing examination and approval system of filing cases should be replaced by registration system and its power should be restricted. Meanwhile, it is necessary to establish a sound mechanism of case clue management and case supervision restriction so as to improve the quality of cases and curb the phenomenon of case drain.
