農(nóng)民工法律移動(dòng)教育系統(tǒng)的研究與應(yīng)用

【摘要】: 隨著我國經(jīng)濟(jì)的迅速發(fā)展,農(nóng)村大量剩余勞動(dòng)力不斷進(jìn)入城市務(wù)工,形成農(nóng)民工群體,農(nóng)民工為我國城市建設(shè)做出了重要貢獻(xiàn)。然而,由于廣大農(nóng)民工整體素質(zhì)不高,法律意識(shí)淡薄,自身合法權(quán)益經(jīng)常受到侵害,雖然國家采取了多種措施改善農(nóng)民工法律教育現(xiàn)狀,但現(xiàn)狀并不改觀。主要原因受其工作地點(diǎn)不固定、工作時(shí)間長、收入低、經(jīng)濟(jì)壓力大、文化底子薄等特點(diǎn)的影響,對(duì)他們推行傳統(tǒng)模式的教育方式,效果不明顯。目前,農(nóng)民工的法律教育現(xiàn)狀,已經(jīng)成為我國面臨的社會(huì)性問題。同時(shí),農(nóng)民工自身文化素質(zhì)與法律意識(shí)差的特征,也給城市治安管理、環(huán)境衛(wèi)生及社會(huì)管理帶來了一定的壓力。因此,逐步提高我國廣大農(nóng)民工文化素質(zhì),增強(qiáng)自身法律意識(shí),已經(jīng)成為我國建設(shè)社會(huì)主義事業(yè)的重要內(nèi)容。 然而,隨著信息與移動(dòng)通信技術(shù)的發(fā)展,教育模式呈多樣化發(fā)展,移動(dòng)教育成為續(xù)電化教育、網(wǎng)絡(luò)教育之后新的發(fā)展模式,它獨(dú)特的教育移動(dòng)性、靈活性為傳統(tǒng)教育提供了一項(xiàng)新的補(bǔ)充,為解決我國農(nóng)民工法律教育問題,提供了一個(gè)良好的途徑。本文首先試圖從分析調(diào)查農(nóng)民工法律教育需求著手,結(jié)合移動(dòng)教育的相關(guān)理論與技術(shù),提出將移動(dòng)教育應(yīng)用于農(nóng)民工法律教育領(lǐng)域,并構(gòu)建一個(gè)基于移動(dòng)短信與語音教育模式農(nóng)民工法律教育系統(tǒng),作為農(nóng)民工法律移動(dòng)教育模式的范例。該系統(tǒng)以《勞動(dòng)合同法》為例,由法律專家建立教學(xué)資源庫,教育者通過系統(tǒng)制定教育計(jì)劃,由系統(tǒng)逐步將常用法律知識(shí)以手機(jī)設(shè)備為媒體傳授給農(nóng)民工,農(nóng)民工亦可通過系統(tǒng)參與法律咨詢與交流;從而,農(nóng)民工可以通過零散、間斷性的時(shí)間日積月累的學(xué)習(xí),逐步充實(shí)自身法律知識(shí),達(dá)到提高法律意識(shí)的目的。
[Abstract]:With the rapid development of China's economy, a large number of surplus rural labor force has been working in cities, forming a group of migrant workers, and migrant workers have made important contributions to the urban construction of our country. However, the whole quality of migrant workers is not high, the legal consciousness is weak, their legitimate rights and interests are often infringed, although the state has taken a variety of measures to improve the status quo of legal education of migrant workers, but the current situation is not changed. The main reason is influenced by the characteristics of their work place is not fixed, the working time is long, the income is low, the economic pressure is big, the cultural foundation is thin and so on, the effect is not obvious for them to carry out the traditional mode of education. At present, the status of legal education of migrant workers has become a social problem in China. At the same time, the poor cultural quality and legal consciousness of migrant workers also bring some pressure to urban security management, environmental hygiene and social management. Therefore, to gradually improve the cultural quality of migrant workers and strengthen their own legal awareness has become an important part of socialist construction in our country. However, with the development of information and mobile communication technology, the educational model has diversified development, mobile education has become the continuous audio-visual education, network education after the new development model, its unique educational mobility, Flexibility provides a new supplement to traditional education and a good way to solve the problem of legal education of migrant workers in China. This paper first attempts to analyze and investigate the legal education needs of migrant workers, combined with the relevant theory and technology of mobile education, put forward the application of mobile education in the field of legal education of migrant workers. And build a migrant workers legal education system based on mobile short message and voice education model, as a model of migrant workers legal mobile education model. The system takes the Labor contract Law as an example, the legal experts establish the teaching resource bank, the educator formulates the education plan through the system, and the system gradually imparts the common legal knowledge to the migrant workers with the mobile phone equipment as the media. Migrant workers can also participate in legal consultation and communication through systematic; thus, migrant workers can gradually enrich their own legal knowledge and achieve the purpose of improving legal awareness through piecemeal and intermittent learning.
