【摘要】：全面抗戰(zhàn)爆發(fā)前,在綏遠、察哈爾地方當局的主導下,內蒙古西部地區(qū)近代法律人才的培養(yǎng)從無到有,取得長足進步,為本地法制建設提供了大量司法專門人才。偽蒙疆政權建立后,片面發(fā)展符合日本殖民利益的初等、中等教育及留學生教育,造成本地法律專門人才嚴重不足,對于當?shù)厮痉ń瘶嫵闪酥卮笞璧K。
[Abstract]:Before the outbreak of the comprehensive anti Japanese War, under the leadership of Suiyuan and the local authorities of Chahar, the cultivation of modern legal personnel in Western Inner Mongolia has made great progress and made great progress in the construction of the local legal system. After the establishment of the puppet Mongol regime, a one-sided development of the Japanese colonial interests was consistent with the primary, secondary and foreign education. Education has caused serious shortage of local legal expertise, which constitutes a major obstacle to the modernization of local judicature.
