【摘要】：正中國要想深入開展法治建設(shè),真正成為一個法治國家,需要采取有針對性的措施,其中在法治模式方面,應(yīng)使管制法制的模式向平衡法治的模式全面轉(zhuǎn)變。管制法制模式的一個特點是公權(quán)力的管控色彩濃厚,待公民意識發(fā)展到一定階段,社會物質(zhì)和文化發(fā)展到一定水平,管制法制必定會引起反思,實現(xiàn)各
