【摘要】：海洋漁具的捕撈對象,是生息于海洋中的野生動物資源。過度捕撈會造成漁業(yè)資源衰退,甚至枯竭,因此,對漁具漁法的管理,是保護漁業(yè)資源的重要措施。中韓兩國隔海相望,是一衣帶水的鄰邦,并于2001年簽署了《中韓漁業(yè)協(xié)定》。雖然兩國的海洋漁業(yè)生產(chǎn)規(guī)模相差很大,但是海洋漁業(yè)環(huán)境、面臨的挑戰(zhàn)、發(fā)展趨勢等很多方面類似。分析兩國對海洋漁具漁法等相關(guān)漁業(yè)管理措施,可為兩國的海洋漁業(yè)的發(fā)展提供借鑒和參考。 本文主要內(nèi)容包含：中韓兩國漁業(yè)資源利用現(xiàn)狀和捕撈狀況的比較；中韓兩國的漁具漁法的類型的對比；中韓兩國的海洋漁具生產(chǎn)結(jié)構(gòu)分析;中韓兩國的漁具準入制度的對比研究；中韓兩國已有的漁具漁法管理制度及漁業(yè)法律的比較；中國漁具漁法管理中存在的問題及相應(yīng)的對策和建議。 本文運用文獻分析和比較研究等方法,通過分析兩國漁業(yè)統(tǒng)計、漁業(yè)相關(guān)論文和著作、有關(guān)法律法規(guī)及政策等資料,對中韓兩國漁具漁法的管理與漁具準入的現(xiàn)狀進行了對比研究,分析了其中存在的問題,并針對中國海洋捕撈業(yè)的發(fā)展提出了以下政策建議： (1)通過漁具漁法和資源調(diào)查評估,漁具漁法結(jié)構(gòu)的科學(xué)合理調(diào)整；(2)完善法律法規(guī)和管理制度；(3)加強對漁民宣傳和教育,大力加強執(zhí)法力度；(4)注重生態(tài)環(huán)境友好型捕撈技術(shù)和漁具開發(fā)研究。 通過本研究以期為中韓兩國更好的面對海洋捕撈業(yè)的發(fā)展形勢、合理利用海洋漁業(yè)資源、實現(xiàn)海洋捕撈業(yè)的可持續(xù)發(fā)展提供參考依據(jù),同時希望能夠促進兩國漁具的發(fā)展與相關(guān)漁業(yè)法規(guī)的完善以及對漁具漁法管理的強化與規(guī)范。
[Abstract]:The fishing object of the marine fishing gear is the wildlife resource that grows in the ocean. Overfishing will lead to the decline or even depletion of fishery resources. Therefore, the management of fishing gear and fishing method is an important measure to protect fishery resources. Across the sea, China and South Korea are neighboring countries with a narrow strip of water, and signed the Agreement on Fisheries between China and South Korea in 2001. Although the scale of marine fishery production is quite different between the two countries, the marine fishery environment, challenges and development trends are similar in many aspects. The analysis of relevant fisheries management measures such as fishing gear and fishing method between the two countries can provide reference and reference for the development of marine fisheries in both countries. The main contents of this paper are as follows: the comparison of fishery resources utilization and fishing situation between China and South Korea, the comparison of fishing gear and fishing methods between China and South Korea, the analysis of the production structure of marine fishing gear between China and South Korea; A comparative study on the entry system of fishing gear between China and Korea, a comparison of the existing management system of fishing gear and fishery law between China and Korea, and the problems existing in the management of fishing gear and fishery law in China and the corresponding countermeasures and suggestions. By means of literature analysis and comparative study, this paper analyzes the statistics of fisheries, relevant papers and works, relevant laws, regulations and policies of the two countries. This paper makes a comparative study on the management and entry of fishing gear in China and South Korea, analyzes the existing problems, and puts forward the following policy suggestions for the development of China's marine fishing industry: (1) through fishing gear and fishery law and resource investigation and assessment, the scientific and reasonable adjustment of the structure of fishing gear and fishery methods / /) the improvement of laws, regulations and management systems / /) strengthening the publicity and education of fishermen, We should pay more attention to the development of eco-environment friendly fishing technology and fishing gear. The purpose of this study is to provide a reference for China and South Korea to better face the development situation of marine fishing industry, to make rational use of marine fishery resources and to realize the sustainable development of marine fishing industry. At the same time, the author hopes to promote the development of fishing gear, the improvement of relevant fishery laws and regulations, and the strengthening and standardization of the management of fishing gear and fishery law.
