[Abstract]:In a certain sense, the rule of law is the main melody of the times. To improve the ability and quality of leading cadres, we must grasp the characteristics of the times of "rule by law", conform to the trend and respect the law. Strengthening the concept of ruling by law and constantly improving the scientific level of governing the country by leading cadres. First, the elements of leading cadres' ability to rule by law are the thinking of the rule of law and the way of the rule of law, which are the two elements of the ability of ruling by law. In order to strengthen the ability of ruling by law of leading cadres, we must make clear the concrete connotation of the thinking of rule of law and the way of rule of law. (1) the vision of rule of law determines the world and the thinking determines the way out. In the construction of leading cadres' ability to rule by law, there still exists the phenomenon of "attaching importance to knowledge and neglecting consciousness", and the tool of rule of law is the master.
