【摘要】：創(chuàng)新社會管理的法制化,是時(shí)代新主題。要在法制化的軌道上推進(jìn)社會管理創(chuàng)新。創(chuàng)新社會管理需要轉(zhuǎn)變理念,要樹立以人為本、服務(wù)為先、多方參與、共同治理等時(shí)代理念。要完善黨委領(lǐng)導(dǎo)、政府負(fù)責(zé)、社會協(xié)同、公眾參與的創(chuàng)新社會管理格局。創(chuàng)新社會管理需要完善立法,要推進(jìn)社會立法、加快民生事項(xiàng)的立法步伐、推進(jìn)社會誠信立法。創(chuàng)新社會管理需要地方法制化的先行先試。社會管理,重點(diǎn)和難點(diǎn)都在基層,基層自治管理創(chuàng)新需要有法制化保障。
[Abstract]:The legalization of innovative social management is a new theme of the times. In order to promote social management innovation on the track of legalization, innovating social management needs to change the concept, set up people-oriented, serve first, participate in many ways. We should perfect the innovative social management pattern of party committee leadership, government responsibility, social coordination and public participation. To innovate social management, we need to perfect legislation, to promote social legislation, and to speed up the pace of legislation on people's livelihood issues. To promote the legislation of social honesty and credit, to innovate the social management needs the first trial of the local legalization. The social management, the emphasis and the difficulty are all at the grass-roots level, and the innovation of the grass-roots autonomous management needs the guarantee of the legal system.
