【摘要】：20世紀(jì)初年在仿效西方和日本實(shí)行立憲改革這一點(diǎn)上,中國的官方和民間已經(jīng)取得了基本的共識,但對中國的立憲道路應(yīng)采取"虛君立憲"的英國模式還是"實(shí)君立憲"的日本模式仍然意見不一。張謇沒有明確提出過中國的立憲政體究竟應(yīng)該采取"英國模式"抑或"日本模式",而是在其主持下的翰墨林書局首先將《日本議會史》和《英國國會史》譯成漢語,將兩種模式的憲政知識傳輸給國人。從對作為西方立憲政治源頭、典范的英國憲政歷史模式,到作為東方仿行憲政成功典范的日本憲政歷史模式的考察,以及對憲政思想和實(shí)踐的中學(xué)源流的研究,構(gòu)成了清末對憲政思想及其歷史的相對完整且多視角的認(rèn)知體系。正是由于在張謇主持譯刊的憲政與憲政史譯著的相繼問世,不僅為近代中國的憲政理論的建構(gòu)和實(shí)踐的運(yùn)作,提供了豐富的知識資源,而且啟發(fā)和帶動了清末憲政史一波又一波的譯刊高潮。
