【摘要】： 當(dāng)代中國戶籍制度是計劃經(jīng)濟時代為保障重工業(yè)優(yōu)先戰(zhàn)略而推行的一套社會管理制度,隨著以市場為導(dǎo)向的經(jīng)濟體制改革的不斷深入,現(xiàn)行戶籍制度的不合理性日益凸顯。當(dāng)前的戶籍制度不但不能有效地管理人口,反而還成為了實現(xiàn)社會人口流動合理化的主要制度性障礙,從而制約了社會經(jīng)濟的協(xié)調(diào)發(fā)展,因此改革現(xiàn)行戶籍制度己成為時代發(fā)展的必然要求。戶籍制度需要改革,但是又難以改革。 近幾年,隨著中央政府權(quán)力的下放,地方政府的權(quán)力在擴大,我國地方政府紛紛制定了一系列戶籍制度改革的政策、規(guī)定。本文以上海2009年戶籍制度改革為研究對象,基于實證分析和理論分析兩條思路,首先回顧建國以來上海市戶籍制度改革的歷程,宏觀了解戶籍制度改革的背景和結(jié)果,梳理各地戶籍改革經(jīng)驗及國外相關(guān)戶籍管理經(jīng)驗,介紹2009年上海戶籍新政的內(nèi)容,并作出初步的評價；其次,分析此次戶籍制度改革準(zhǔn)入條款指向的目標(biāo)對象規(guī)模和潛在的落戶人群,并對外來人口規(guī)模做出預(yù)測,為政策分析提供實際參考；第三,分析戶籍改革的政策問題,探究上海戶籍新政的政策目標(biāo),并結(jié)合戶籍準(zhǔn)入政策條款分析對戶籍新政的政策效果進(jìn)行判斷；最后,歸納戶籍制度改革的基本原則,分析上海戶籍改革進(jìn)程中存在的障礙,以進(jìn)一步深化上海戶籍制度改革為目標(biāo),結(jié)合目前的戶籍政策效果,對進(jìn)一步的改革提出一些啟發(fā)和思考。
[Abstract]:The household registration system of contemporary China is a set of social management system carried out in the planned economy era to ensure the priority strategy of heavy industry. With the deepening of the reform of the market-oriented economic system, the irrationality of the current household registration system is becoming increasingly prominent. The current household registration system has not only been unable to manage the population effectively, but has also become a major institutional obstacle to the rationalization of social population mobility, thus restricting the coordinated development of the social economy. Therefore, the reform of the current household registration system has become an inevitable requirement of the development of the times. The household registration system needs to be reformed, but it is difficult to reform. In recent years, with the decentralization of the central government and the expansion of the power of the local government, our local governments have formulated a series of policies and regulations for the reform of the household registration system. Based on the empirical analysis and theoretical analysis, this paper firstly reviews the course of the household registration system reform in Shanghai since the founding of the people's Republic of China, and finds out the background and results of the reform. Combing the experience of household registration reform in various parts of the country and the relevant experience of household registration management abroad, introducing the contents of the 2009 Shanghai Household Registration New deal, and making a preliminary evaluation; secondly, This paper analyzes the target target size and potential residents of the entry clause of the household registration system reform, and forecasts the scale of the foreign population to provide practical reference for the policy analysis. Thirdly, it analyzes the policy issues of the household registration reform. This paper probes into the policy objectives of the new household registration policy in Shanghai, and analyzes the policy effect of the new household registration policy based on the terms of the household registration entry policy. Finally, it summarizes the basic principles of the reform of the household registration system, and analyzes the obstacles existing in the process of the household registration reform in Shanghai. With the aim of further deepening the reform of the household registration system in Shanghai and combining the effect of the current household registration policy, this paper puts forward some inspiration and thinking for the further reform.
