【摘要】：目的:研究重慶市以藥品交易所(以下簡(jiǎn)稱藥交所)為平臺(tái)的基本藥物集中采購(gòu)政策對(duì)藥品價(jià)格的影響,為完善我國(guó)藥品集中采購(gòu)政策提出建議。方法:列表比較重慶市以藥交所為平臺(tái)實(shí)施集中采購(gòu)基本藥物政策前后的基本藥物價(jià)格,并將采用世界衛(wèi)生組織/國(guó)際健康行動(dòng)機(jī)構(gòu)標(biāo)準(zhǔn)調(diào)查法獲得的價(jià)格數(shù)據(jù)與國(guó)際參考價(jià)格進(jìn)行比較。結(jié)果:重慶市實(shí)施藥交所平臺(tái)集中采購(gòu)基本藥物后,除小部分低價(jià)基本藥物價(jià)格較實(shí)施前有所升高外,大部分基本藥物的價(jià)格均降低,但是總體上基本藥物的價(jià)格仍要高于國(guó)際參考價(jià)格。結(jié)論:通過(guò)制定入市價(jià)、掛牌價(jià)、成交價(jià)的價(jià)格約束機(jī)制,重慶市基本藥物價(jià)格逐漸趨于合理,但與國(guó)際參考價(jià)格仍有一定差距。建議進(jìn)一步構(gòu)建科學(xué)的基本藥物采購(gòu)價(jià)格形成機(jī)制,擴(kuò)大藥交所規(guī)模效益,提高市場(chǎng)集中度和配送效率,加強(qiáng)藥品價(jià)格和配送監(jiān)管,以保障基本藥物的可及性。
[Abstract]:Objective: to study the influence of the centralized purchasing policy of essential drugs on the drug price in Chongqing on the platform of Drug Exchange (hereinafter referred to as Drug Exchange), and to put forward some suggestions for perfecting the centralized purchasing policy of drugs in China. Methods: the prices of essential drugs in Chongqing before and after the centralized purchase of essential drugs were compared. The price data obtained by the WHO / IHA standard survey method are compared with the international reference prices. Results: after centralized purchasing of essential drugs on the platform of Chongqing Institute of Drug Exchange, the prices of most essential drugs decreased, except that the prices of a small number of low-cost essential drugs were higher than those before implementation. But on the whole, the price of essential drugs is still higher than the international reference price. Conclusion: the price of essential drugs in Chongqing tends to be reasonable, but there is still a certain gap between the price of essential drugs and the international reference price. It is suggested that we should further construct a scientific price formation mechanism for essential drugs, expand the scale benefit of drug exchange, improve market concentration and distribution efficiency, strengthen drug price and distribution supervision, so as to ensure the availability of essential drugs.
