【摘要】：目的:研究重慶市以藥品交易所(以下簡稱藥交所)為平臺的基本藥物集中采購政策對藥品價格的影響,為完善我國藥品集中采購政策提出建議。方法:列表比較重慶市以藥交所為平臺實施集中采購基本藥物政策前后的基本藥物價格,并將采用世界衛(wèi)生組織/國際健康行動機構(gòu)標(biāo)準(zhǔn)調(diào)查法獲得的價格數(shù)據(jù)與國際參考價格進行比較。結(jié)果:重慶市實施藥交所平臺集中采購基本藥物后,除小部分低價基本藥物價格較實施前有所升高外,大部分基本藥物的價格均降低,但是總體上基本藥物的價格仍要高于國際參考價格。結(jié)論:通過制定入市價、掛牌價、成交價的價格約束機制,重慶市基本藥物價格逐漸趨于合理,但與國際參考價格仍有一定差距。建議進一步構(gòu)建科學(xué)的基本藥物采購價格形成機制,擴大藥交所規(guī)模效益,提高市場集中度和配送效率,加強藥品價格和配送監(jiān)管,以保障基本藥物的可及性。
[Abstract]:Objective: to study the influence of the centralized purchasing policy of essential drugs on the drug price in Chongqing on the platform of Drug Exchange (hereinafter referred to as Drug Exchange), and to put forward some suggestions for perfecting the centralized purchasing policy of drugs in China. Methods: the prices of essential drugs in Chongqing before and after the centralized purchase of essential drugs were compared. The price data obtained by the WHO / IHA standard survey method are compared with the international reference prices. Results: after centralized purchasing of essential drugs on the platform of Chongqing Institute of Drug Exchange, the prices of most essential drugs decreased, except that the prices of a small number of low-cost essential drugs were higher than those before implementation. But on the whole, the price of essential drugs is still higher than the international reference price. Conclusion: the price of essential drugs in Chongqing tends to be reasonable, but there is still a certain gap between the price of essential drugs and the international reference price. It is suggested that we should further construct a scientific price formation mechanism for essential drugs, expand the scale benefit of drug exchange, improve market concentration and distribution efficiency, strengthen drug price and distribution supervision, so as to ensure the availability of essential drugs.
