【摘要】：中國(guó)既有研究中缺乏針對(duì)藥品安全社會(huì)共治制度安排的研究,理論上對(duì)于藥品安全與食品安全社會(huì)共治的制度安排有何區(qū)別存在研究盲點(diǎn)。本文從中國(guó)藥品安全社會(huì)共治"預(yù)防-免疫-治療"三級(jí)協(xié)同制度安排構(gòu)建框架出發(fā),分別對(duì)藥品安全社會(huì)共治的"預(yù)防"體系的制度構(gòu)建、"免疫"體系的制度構(gòu)建及"治療"體系的制度構(gòu)建進(jìn)行了分析和討論。研究表明,無(wú)論在"預(yù)防"體系還是"免疫"體系下,或者在"治療"體系下,藥品安全社會(huì)共治制度安排的行動(dòng)主體、行動(dòng)情境、交互模式和潛在結(jié)果,都呈現(xiàn)出與食品安全社會(huì)共治不同的制度特征。在此基礎(chǔ)上,本文對(duì)構(gòu)建藥品安全社會(huì)共治制度安排提出政策建議。研究結(jié)論可為中國(guó)藥品安全社會(huì)共治從側(cè)重事后"治療"體系,向事后與事前"預(yù)防"和"免疫"體系平衡監(jiān)管的方向轉(zhuǎn)型實(shí)踐,提供理論基礎(chǔ)和策略依據(jù)。
[Abstract]:There is a lack of research on the system arrangement of drug safety social co-governance in China. In theory, there is a blind spot on the differences between drug safety and food safety social co-governance. Starting from the framework of the three-level cooperative system arrangement of "preventive immune-therapy" in Chinese drug safety society, this paper sets out the system construction of "prevention" system of drug safety society co-treatment respectively. The system construction of immune system and treatment system are analyzed and discussed. Studies have shown that, whether in the "prevention" system, the "immune" system, or the "therapeutic" system, the main body of action, the action context, the interaction model and the potential results of the drug safety social co-treatment system, Both show different institutional characteristics from food safety society. On this basis, this paper puts forward some policy suggestions on the construction of drug safety social co-governance system. The conclusion of the study can provide theoretical basis and strategic basis for the transformation from "treatment" system to "prevention" and "immune" system balance supervision in Chinese drug safety society.
