【摘要】：基層醫(yī)療機(jī)構(gòu),是中國衛(wèi)生醫(yī)療事業(yè)發(fā)展的重要保障。自中國加入世貿(mào)組織以來,隨著經(jīng)濟(jì)發(fā)展水平的逐步提高,中國衛(wèi)生醫(yī)療事業(yè)所彰顯的優(yōu)勢作用越來越明顯。然而,在經(jīng)濟(jì)發(fā)展的新時期,中國基層醫(yī)療機(jī)構(gòu)的發(fā)展卻面臨著巨大的壓力和挑戰(zhàn)。在市場化改革的過程中,中國基層醫(yī)療機(jī)構(gòu)卻面臨諸多的問題——對藥事管理工作的認(rèn)知有限、藥事管理工作的目標(biāo)不明確、缺乏有效的藥事管理模式等。如果不能有效地解決這些負(fù)面的影響因素,將嚴(yán)重阻礙中國基層醫(yī)療機(jī)構(gòu)的可持續(xù)性發(fā)展。因此,基層醫(yī)療機(jī)構(gòu)必須要制定科學(xué)的發(fā)展規(guī)劃,并依據(jù)自身的實際情況,對其藥事管理工作進(jìn)行科學(xué)且系統(tǒng)的調(diào)整和優(yōu)化。當(dāng)然,藥事管理工作的優(yōu)化不是盲目的,必須要遵循科學(xué)的原則,要以促進(jìn)基層醫(yī)療機(jī)構(gòu)的發(fā)展的為根本目的。因此,本研究必須以先進(jìn)的管理理論為新視角,全面系統(tǒng)地分析基層醫(yī)療機(jī)構(gòu)在發(fā)展過程中所存在的瓶頸問題,并運(yùn)用社會學(xué)、經(jīng)濟(jì)學(xué)和管理學(xué)等相關(guān)學(xué)科的專業(yè)知識和理論,對健全和完善基層醫(yī)療機(jī)構(gòu)的藥事管理工作制度提出相關(guān)的優(yōu)化建議。針對藥事管理工作的對策研究,則是基層醫(yī)療機(jī)構(gòu)為了實現(xiàn)可持續(xù)性發(fā)展,以所面臨的競爭激烈的運(yùn)營環(huán)境為基礎(chǔ),進(jìn)而進(jìn)行的藥事管理工作進(jìn)行的整體性規(guī)劃和安排。所以,本文以日照市的基層醫(yī)療機(jī)構(gòu)為研究對象,對日照市基層醫(yī)療機(jī)構(gòu)藥事管理工作的發(fā)展現(xiàn)況進(jìn)行具體的闡述;并根據(jù)日照市基層醫(yī)療機(jī)構(gòu)藥事管理工作所具有的優(yōu)勢和劣勢,深入分析藥事管理工作領(lǐng)域所面臨的諸多問題;針對基層醫(yī)療機(jī)構(gòu)藥事管理工作的實際情況,對基層醫(yī)療機(jī)構(gòu)藥事管理工作的未來發(fā)展提供可行性的建議,旨在為藥事管理工作相關(guān)領(lǐng)域的研究提供具有重要價值的參考。
[Abstract]:Primary-level medical institutions are an important guarantee for the development of health care in China. Since China's entry into the WTO, with the gradual improvement of economic development, the superiority of China's health and medical services has become more and more obvious. However, in the new period of economic development, the development of primary medical institutions in China is facing great pressure and challenges. In the process of market-oriented reform, China's primary medical institutions are faced with many problems, such as limited understanding of drug management, unclear objectives of pharmaceutical management, lack of effective drug management model, and so on. If these negative factors are not effectively addressed, the sustainable development of primary health care institutions in China will be seriously hindered. Therefore, the primary medical institutions must formulate scientific development plans, and according to their own actual situation, their pharmaceutical management work should be scientifically and systematically adjusted and optimized. Of course, the optimization of pharmaceutical management work is not blind, must follow the scientific principle, must promote the development of primary medical institutions as the basic purpose. Therefore, this research must take the advanced management theory as the new angle of view, comprehensively and systematically analyzes the bottleneck problem existing in the development process of the basic medical institutions, and applies the specialized knowledge and theory of sociology, economics and management science and so on. To improve and improve the basic medical institutions of drug management system to put forward relevant optimization suggestions. The research on the countermeasures of pharmaceutical management is the holistic planning and arrangement of pharmaceutical management in primary medical institutions in order to realize sustainable development and based on the competitive operation environment faced by them. Therefore, this paper takes the primary medical institutions in Rizhao as the research object, and expounds the current situation of pharmaceutical management in the primary medical institutions in Rizhao. According to the advantages and disadvantages of pharmaceutical management in primary medical institutions in Rizhao City, the problems in the field of pharmaceutical management are deeply analyzed, and the actual situation of pharmaceutical management in primary medical institutions is analyzed. To provide feasible suggestions for the future development of pharmaceutical management in primary medical institutions, in order to provide important reference for the research on the related fields of pharmaceutical management.
