【摘要】：國(guó)家藥物政策(National Medicine Policy,NMP)的概念由世界衛(wèi)生組織在1975年第28屆世界衛(wèi)生大會(huì)上首次提出,是指由國(guó)家政府制定的,在一定時(shí)期內(nèi)指導(dǎo)藥品研發(fā)、生產(chǎn)、流通、使用、監(jiān)管、教育培訓(xùn)的綱領(lǐng)性文件。文章介紹了NMP的起源和發(fā)展,并分析和比較了印度、南非、澳大利亞和加拿大4個(gè)國(guó)家NMP出臺(tái)的背景、目標(biāo)、內(nèi)容、特點(diǎn)和利弊。從中總結(jié)出對(duì)中國(guó)制定NMP的有利經(jīng)驗(yàn):中國(guó)NMP的目標(biāo)應(yīng)包含增強(qiáng)藥品的可及性、質(zhì)量與合理使用,促進(jìn)醫(yī)藥產(chǎn)業(yè)發(fā)展,推進(jìn)中藥發(fā)展的現(xiàn)代化。中國(guó)NMP應(yīng)平衡健康與產(chǎn)業(yè)發(fā)展,重視利益相關(guān)方的協(xié)商機(jī)制,加大對(duì)罕見(jiàn)病藥品的政策關(guān)注度,制定科學(xué)合理的定價(jià)采購(gòu)和報(bào)銷(xiāo)補(bǔ)償機(jī)制,加強(qiáng)對(duì)藥品上市后的監(jiān)測(cè)與評(píng)價(jià)。
[Abstract]:The concept of National Drug Policy (National Medicine Policy,NMP) was first put forward by the World Health Organization at the 28th World Health Assembly in 1975. It refers to the development, production, circulation, use and supervision of drug development, production, circulation, use and supervision by the national government within a certain period of time. A programmatic document for education and training. This paper introduces the origin and development of NMP, and analyzes and compares the background, objectives, contents, characteristics, advantages and disadvantages of NMP in India, South Africa, Australia and Canada. This paper summarizes the favorable experience for China to formulate NMP: the goal of NMP in China should include enhancing the accessibility, quality and rational use of drugs, promoting the development of pharmaceutical industry and promoting the modernization of traditional Chinese medicine. China's NMP should balance health and industry development, attach importance to the consultation mechanism of stakeholders, increase policy attention to rare disease drugs, establish scientific and reasonable pricing procurement and reimbursement mechanism, and strengthen the monitoring and evaluation of drugs after listing.
