【摘要】：目的:調查研究我國化學仿制藥品生產企業(yè)申請達到世界衛(wèi)生組織藥品預認證(WHO PQ)標準的激勵因素和技術差距。方法:以國內47家口服固體化學仿制藥品生產企業(yè)為對象,采用問卷調查法,研究達到WHO PQ標準的激勵因素和技術困難。結果:絕大部分(98%)企業(yè)有意愿申請WHO PQ,提升質量管理體系,激勵因素主要有4個方面:1執(zhí)行我國2010年修訂的GMP和開展仿制藥一致性評價。2執(zhí)行國際標準,進軍國際市場。3提升企業(yè)形象和影響力。4質量提升的投入能夠在國內基本藥物招標中獲得認可。達到WHO PQ標準的技術差距主要有兩方面:一是執(zhí)行WHO GMP標準,集中在質量保證體系和風險管理;二是注冊文檔,主要包括生物等效性試驗,活性原料藥生產企業(yè)的信息提供和穩(wěn)定性研究。結論:我國化學仿制藥品生產企業(yè)有意申請WHO PQ是多種激勵因素綜合作用的結果。對照WHO PQ標準和自身水平,企業(yè)認為達到WHO PQ標準存在技術差距。在倡導藥品質量提升、藥品生產和監(jiān)管國際化的背景下,該研究結果對各與參方有借鑒和指導作用。
[Abstract]:Objective: to investigate the incentive factors and technical gap for Chinese chemical imitation drug manufacturing enterprises to meet the World Health Organization (WHO) (WHO PQ) standards for drug pre-certification. Methods: a questionnaire survey was conducted to investigate the motivating factors and technical difficulties in 47 oral solid chemical imitation drug manufacturers in China. Results: most (98%) enterprises have the intention to apply for WHO PQ, to improve the quality management system. The incentive factors are mainly four aspects: 1 to implement the 2010 revised GMP and to carry out the generic drug consistency evaluation .2 to implement international standards. Enter the international market .3 to enhance corporate image and impact. 4 quality improvement investment can be recognized in domestic essential drugs bidding. There are two main technical gaps in meeting WHO PQ standards: first, implementing WHO GMP standards, focusing on quality assurance systems and risk management; second, registering documents, mainly including bioequivalence tests, Study on Information supply and Stability of active API Manufacturing Enterprises. Conclusion: the application for WHO PQ by Chinese chemically-imitated drug manufacturers is the result of multiple incentive factors. Compared with WHO PQ standards and their own level, enterprises believe that there is a technical gap to meet WHO PQ standards. Under the background of advocating the improvement of drug quality, the internationalization of drug production and supervision, the research results can be used for reference and guidance.
