【摘要】：藥品安全治理涉及社會(huì)生活中多元主體和多重利益關(guān)系,單純依靠市場機(jī)制或是單方面政府管制無法從根本上解決問題。管理學(xué)中的多中心治理理論和經(jīng)濟(jì)法中的三元主體理論,為實(shí)現(xiàn)藥品安全社會(huì)共治提供了理論基礎(chǔ)�；诂F(xiàn)有政府單一監(jiān)管體系,我國藥品市場存在市場失靈、政府失靈、社會(huì)失靈等諸多問題。為此,構(gòu)建一個(gè)多元主體良性互動(dòng)、理性制衡、有序參與、有力監(jiān)督的社會(huì)共治體系尤為重要。解決的基本思路是:從企業(yè)、政府、社會(huì)三個(gè)維度出發(fā),加強(qiáng)企業(yè)自律體系建設(shè),完善政府監(jiān)管體系,推進(jìn)社會(huì)參與體系建設(shè),以實(shí)現(xiàn)藥品安全共治共享。
[Abstract]:Drug safety governance involves multiple subjects and multiple interests in social life. Simply relying on market mechanism or unilateral government regulation can not solve the problem fundamentally. The multi-center governance theory in management and the ternary subject theory in economic law provide a theoretical basis for the realization of drug safety social co-governance. Based on the single government supervision system, there are many problems in Chinese drug market, such as market failure, government failure, social failure and so on. Therefore, it is very important to construct a system of social co-governance with rational checks and balances, orderly participation and strong supervision. The basic thinking of the solution is: from the three dimensions of enterprise, government and society, we should strengthen the construction of self-discipline system of enterprises, perfect the system of government supervision and promote the construction of social participation system, so as to realize the sharing of drug safety.
