【摘要】：目的：研究四川省新藥研發(fā)的現(xiàn)狀,分析制約新藥研發(fā)的主要因素,探討四川省新藥研發(fā)的途徑與對(duì)策。 方法：通過文獻(xiàn)查閱、調(diào)查實(shí)踐以及借鑒歐美日等國家和地區(qū)與我國新藥研發(fā)的成功經(jīng)驗(yàn)或差異,運(yùn)用管理學(xué)swot方法分析四川新藥研發(fā)現(xiàn)狀與發(fā)展趨勢(shì),為制定四川新藥研發(fā)對(duì)策提供科學(xué)依據(jù)。 結(jié)果：通過研究,四川新藥研發(fā)存在機(jī)遇和挑戰(zhàn),特別是四川中藥資源、專業(yè)技術(shù)是新藥研發(fā)的優(yōu)勢(shì)。但是研發(fā)與市場(chǎng)需求脫節(jié)、研究經(jīng)費(fèi)嚴(yán)重不足、專利技術(shù)多,成果技術(shù)轉(zhuǎn)讓少、優(yōu)質(zhì)資源流失嚴(yán)重等現(xiàn)狀是制約四川新藥研發(fā)的重要因素。 結(jié)論：四川新藥研發(fā)事業(yè)要有所創(chuàng)新和成就,就必須打破制約新藥研發(fā)的因素,充分發(fā)揮四川藥物資源、人才資源優(yōu)勢(shì),緊緊抓住國家“西部大開發(fā)戰(zhàn)略”的機(jī)遇,針對(duì)新藥研發(fā)中的薄弱環(huán)節(jié),重點(diǎn)搭建政府機(jī)構(gòu)、醫(yī)藥科研學(xué)術(shù)界、制藥企業(yè)等與新藥研發(fā)領(lǐng)域的互動(dòng)、合作平臺(tái)；多形式融資和整合研發(fā)資金,解決新藥研發(fā)的投入問題；四川是醫(yī)藥資源大省,充分利用四川醫(yī)藥資源優(yōu)勢(shì),研發(fā)具有優(yōu)勢(shì)特色的新藥品種。
[Abstract]:Objective: to study the current situation of new drug research and development in Sichuan province, analyze the main factors restricting new drug research and development, and discuss the ways and countermeasures of new drug research and development in Sichuan province. Methods: based on literature review, investigation practice and successful experiences or differences between Europe, America, Japan and other countries and regions and China, the present situation and development trend of new drug research and development in Sichuan were analyzed by swot method of management. To provide scientific basis for the formulation of new drug research and development countermeasures in Sichuan. Results: through the research, there are opportunities and challenges in new drug development in Sichuan, especially the resources of traditional Chinese medicine in Sichuan, and professional technology is the advantage of new drug research and development. However, the current situation such as the disconnection between R & D and market demand, the serious shortage of research funds, the large amount of patent technology, the small transfer of technology and the serious loss of high quality resources are the important factors restricting the research and development of new drugs in Sichuan. Conclusion: in order to make innovations and achievements in Sichuan's new drug research and development, it is necessary to break down the factors restricting the development of new drugs, give full play to the advantages of Sichuan's drug resources and talent resources, and seize the opportunity of the country's "Great Western Development Strategy". In view of the weak links in new drug research and development, we should focus on setting up the interaction and cooperation platform between government agencies, pharmaceutical research academia, pharmaceutical enterprises and the field of new drug research and development, as well as various forms of financing and integration of research and development funds to solve the problem of investment in new drug research and development. Sichuan is a large province of medical resources. It makes full use of the advantages of Sichuan medical resources to develop new drugs with advantages.
