【摘要】：在保留自由定價(jià)、技術(shù)評估等原有政策的基礎(chǔ),英國于2009年引入了以價(jià)格協(xié)議為載體的專利藥NHS談判準(zhǔn)入機(jī)制,較好兼顧了各利益相關(guān)主體對于專利藥的價(jià)值訴求。本文系統(tǒng)剖析了英國專利藥NHS準(zhǔn)入管理體系的構(gòu)成,結(jié)合實(shí)證數(shù)據(jù)對其管理成效和實(shí)踐經(jīng)驗(yàn)進(jìn)行總結(jié),最后從建立利益平衡的價(jià)格談判體系、加強(qiáng)衛(wèi)生技術(shù)評估在醫(yī)保準(zhǔn)入中的應(yīng)用及引入價(jià)量協(xié)議分擔(dān)醫(yī)�；鹬С鲲L(fēng)險(xiǎn)三個(gè)層面提出具體的完善建議,以期對推進(jìn)我國專利藥價(jià)格談判管理制度改革有所啟發(fā)。
[Abstract]:On the basis of preserving the original policies such as free pricing and technical evaluation, Britain introduced the NHS negotiation admission mechanism based on price agreement in 2009, which takes account of the value demands of various stakeholders for patent drugs.This paper systematically analyzes the constitution of the admission management system of UK patent drug NHS, summarizes its management effectiveness and practical experience with empirical data, and finally establishes a price negotiation system with balanced interests.Strengthening the application of health technology evaluation in medical insurance market and introducing price agreement to share the expenditure risk of medical insurance fund, the author puts forward some concrete suggestions to improve the management system of patent drug price negotiation in China.
