【摘要】：目的:為完善我國基本藥物經(jīng)濟(jì)技術(shù)標(biāo)評審體系及招標(biāo)采購工作提供建議。方法:檢索搜集各省基本藥物集中招標(biāo)采購最新相關(guān)文件,對文件中經(jīng)濟(jì)技術(shù)標(biāo)評審內(nèi)容進(jìn)行統(tǒng)計(jì),結(jié)合實(shí)地調(diào)研和訪談,采用文獻(xiàn)分析和對比分析方法進(jìn)行研究。結(jié)果:基本藥物質(zhì)量層次劃分較隨意,經(jīng)濟(jì)技術(shù)標(biāo)設(shè)置集中度不高、相同指標(biāo)分值差異大、度量內(nèi)容不統(tǒng)一、指標(biāo)結(jié)構(gòu)難以體現(xiàn)藥品質(zhì)量,質(zhì)量類型指標(biāo)缺乏區(qū)分度,政府存在不合理干預(yù)競爭行為。結(jié)論與建議:應(yīng)盡量簡化質(zhì)量層次劃分的指標(biāo)類型和層次數(shù),規(guī)范和科學(xué)設(shè)置各指標(biāo)作用、內(nèi)容、分值、權(quán)重和結(jié)構(gòu),提高評價藥品質(zhì)量的效能,完善政府與市場的作用。
[Abstract]:Objective: to provide suggestions for perfecting the evaluation system of economic and technical standard of essential drugs and the bidding and purchasing work in China. Methods: the latest relevant documents of central bidding and purchasing of essential drugs in various provinces were collected and the contents of economic and technical standard evaluation in the documents were statistically analyzed. Combined with field investigation and interview, the methods of literature analysis and comparative analysis were used. Results: the quality level of essential drugs was randomly divided, the concentration of economic and technical standards was not high, the difference of the same index score was great, and the measurement content was not uniform. The index structure is difficult to reflect the quality of drugs, the index of quality type is lack of distinction, the government has unreasonable intervention in competition behavior. Conclusion and suggestion: the index type and number of quality level should be simplified as far as possible. To standardize and scientifically set the function, content, score, weight and structure of each index, to improve the effectiveness of evaluating the quality of drugs, and to perfect the role of the government and the market.
