策略性互動(dòng)及風(fēng)險(xiǎn)緩解:政務(wù)新媒體對(duì)亞文化網(wǎng)絡(luò)群體事件的報(bào)道

新媒體技術(shù)的發(fā)展為網(wǎng)民政治參與提供便利,亦為政府民主管理提供了新形式、新渠道。依托網(wǎng)絡(luò)媒體,熱點(diǎn)事件被飛速討論、轉(zhuǎn)載,引發(fā)網(wǎng)絡(luò)輿論甚至網(wǎng)絡(luò)群體事件。一方面,這有助于網(wǎng)民的政治表達(dá)和社會(huì)關(guān)切的及時(shí)處理;另一方面,鑒于網(wǎng)絡(luò)群體事件的不可控性和可能存在的極端化傾向,政府和官方媒體亟需與新媒體環(huán)境及網(wǎng)絡(luò)文化相融合,從而掌握輿論引導(dǎo)的話語(yǔ)權(quán),實(shí)現(xiàn)對(duì)網(wǎng)絡(luò)群體事件的議程設(shè)置。目前,以社交媒體為平臺(tái)的電子政務(wù)如政府網(wǎng)站、政務(wù)類微博、推特和政務(wù)微信公眾號(hào)等正受到世界各國(guó)政府的廣泛關(guān)注。中國(guó)國(guó)家主席習(xí)近平高度重視新聞?shì)浾撘龑?dǎo)特別是新媒體的發(fā)展:“要把網(wǎng)上輿論工作作為宣傳思想工作的重中之重來(lái)抓”;“各級(jí)黨報(bào)黨刊、電臺(tái)電視臺(tái)要講導(dǎo)向,都市類報(bào)刊、新媒體也要講導(dǎo)向”。然而,面對(duì)紛繁復(fù)雜的網(wǎng)絡(luò)文化,部分電子政務(wù)似乎存在“失語(yǔ)”現(xiàn)象,與網(wǎng)民溝通的能力有待提高。本文以排行第一的政務(wù)微信公眾號(hào)“共青團(tuán)中央”為例,對(duì)其有關(guān)網(wǎng)絡(luò)群體事件“帝吧出征”的報(bào)道進(jìn)行積極話語(yǔ)分析。借助馬丁等提出的話語(yǔ)分析工具中的評(píng)價(jià)系統(tǒng)和識(shí)別系統(tǒng),結(jié)合戈夫曼擬劇論及伯明翰學(xué)派亞文化理論,本文發(fā)現(xiàn),面對(duì)網(wǎng)絡(luò)青年亞文化群體和新媒體傳播環(huán)境,“共青團(tuán)中央...
