【摘要】：正縣級城市裝飾行業(yè)是隨著城市建設(shè)發(fā)展而形成的,但由于國家對該行業(yè)沒有具體的環(huán)境管理政策,行業(yè)缺乏統(tǒng)一的監(jiān)督管理和實用的污染防治技術(shù),已給城市環(huán)境造成影響。根據(jù)富陽市環(huán)保部門的調(diào)查,富陽市現(xiàn)有裝飾行業(yè)85家,1997年被投訴的噪聲污染事件有38件,占全市噪聲污染投訴的86.4％。 目前,從事縣級城市裝飾行業(yè)的單位,除個別掛靠集體所有制外,多數(shù)以個體經(jīng)營為主。因該行業(yè)投資少、規(guī)模小、技術(shù)要求低,因此一般經(jīng)營者難以投入較大數(shù)額的資金治理污染。另外,裝飾行業(yè)流動性大,作業(yè)點(diǎn)分散,業(yè)主的環(huán)境意識不強(qiáng),對其的環(huán)境管理工作難以落實,給監(jiān)督執(zhí)法帶來困難。裝飾行業(yè)中產(chǎn)生的噪聲、噴漆污染和固體廢物成為城市的又一種主要污染來源。在環(huán)保工作中正確處理經(jīng)濟(jì)發(fā)展與環(huán)境保護(hù)的關(guān)系是促進(jìn)裝飾行業(yè)持續(xù)發(fā)展的保證,也是更好地為人們改善居住環(huán)境的
[Abstract]:The city decoration industry at the county level is formed with the development of urban construction, but because the state has no concrete environmental management policy, the industry lacks unified supervision and management and practical pollution prevention and control technology, which has caused an impact on the urban environment. According to the investigation by the environmental protection department of Fuyang City, there are 85 decoration industries in Fuyang City, and 38 noise pollution incidents were complained of in 1997, accounting for 86.4% of the total number of noise pollution complaints in the city. At present, the units engaged in county-level urban decoration industry, in addition to individual links to collective ownership, the majority to self-employment. Because this industry investment is small, the scale is small, the technical requirement is low, therefore the general operator is difficult to invest the larger amount of funds to control the pollution. In addition, the decoration industry is mobile, the operation point is scattered, the owner's environmental consciousness is not strong, and it is difficult to carry out the environmental management work, which brings difficulties to the supervision and enforcement of the law. Noise, paint pollution and solid waste are another major source of pollution in the decoration industry. Correctly handling the relationship between economic development and environmental protection in environmental protection work is the guarantee to promote the sustainable development of decoration industry, and it is also a better way to improve the living environment for people.
