【摘要】: 世界各國都把文化發(fā)展作為國家發(fā)展戰(zhàn)略的一個(gè)極為重要的組成部分,予以高度重視。聯(lián)合國科教文組織在1998年提出的《文化政策促進(jìn)發(fā)展行動計(jì)劃》中指出:“未來世界的競爭也將是文化或文化生產(chǎn)力的競爭,文化將成為21世紀(jì)最核心的話題之一�!� 任何一個(gè)產(chǎn)業(yè)的存在和發(fā)展,都與資源密切相關(guān),文化產(chǎn)業(yè)也不例外。在市場經(jīng)濟(jì)體制下,如何以市場為依托,合理開發(fā)與有效配置文化產(chǎn)業(yè)的各種資源,以達(dá)到提高群眾文化素質(zhì),塑造和諧社會,提升中國在全世界文化形象的目的,是我國發(fā)展文化產(chǎn)業(yè)的重要使命。為此,筆者以“中國文化產(chǎn)業(yè)資源開發(fā)與利用”為題,寫作了這篇論文,希望能對我國文化產(chǎn)業(yè)的發(fā)展提供相應(yīng)的理論指導(dǎo)。 首先,本文研究了文化產(chǎn)業(yè)資源的構(gòu)成及特點(diǎn)。按照各種資源的不同屬性,文化產(chǎn)業(yè)資源分為自然資源、人文資源、資本資源、技術(shù)資源、人力資源和市場資源;文化產(chǎn)業(yè)的各種資源還呈現(xiàn)出一些共同的特點(diǎn):動態(tài)性、增值性、共享性。 其次,概括了外國文化產(chǎn)業(yè)資源開發(fā)利用的現(xiàn)況。著重研究了全世界最具代表性的文化產(chǎn)業(yè)大國:美國的電影產(chǎn)業(yè)、韓國的電視劇產(chǎn)業(yè)和日本的動漫產(chǎn)業(yè)。美國是電影產(chǎn)業(yè)大國,它的電影產(chǎn)業(yè)已經(jīng)是一個(gè)與汽車業(yè)、鋼鐵業(yè)同等重要的產(chǎn)業(yè)部門,最有美國特色的好萊塢模式值得我們學(xué)習(xí)和借鑒。在韓國“文化產(chǎn)業(yè)振興”運(yùn)動的推動下,韓國文化產(chǎn)業(yè)獲得了前所未有的大發(fā)展,如今在日本、中國、東南亞等亞洲國家和地區(qū),“韓流”已呈現(xiàn)泛濫之勢,尤其韓國電視劇在整個(gè)亞洲風(fēng)靡一時(shí),甚至出口到俄羅斯、美國、阿拉伯各國。日本動漫產(chǎn)業(yè)在全世界有著極強(qiáng)的市場競爭力,已經(jīng)成為日本第三大支柱產(chǎn)業(yè)。 再次,研究了中國文化產(chǎn)業(yè)資源開發(fā)利用的現(xiàn)狀。介紹了我國文化產(chǎn)業(yè)資源開發(fā)利用取得的一些成果,很多省市利用自己的優(yōu)勢資源形成了各具特色的文化產(chǎn)業(yè)發(fā)展模式,如湖南的電視湘軍、出版湘軍、動漫湘軍和報(bào)業(yè)湘軍,云南民族文化產(chǎn)業(yè)如火如荼的發(fā)展態(tài)勢被稱為“云南文化現(xiàn)象”,海南利用獨(dú)有的區(qū)域風(fēng)情和民族文化大力發(fā)展旅游業(yè)和會展業(yè)。然后揭示了開發(fā)利用過程中存在的一些問題,如制度改革滯后、品牌意識淡薄、保護(hù)意識不強(qiáng)和創(chuàng)新理念缺乏。 最后,研究如何深入挖掘我國文化產(chǎn)業(yè)的發(fā)展?jié)摿?提升它在全世界的競爭力,筆者認(rèn)為必須堅(jiān)持可持續(xù)性發(fā)展的原則、加快文化產(chǎn)業(yè)體制機(jī)制改革和加強(qiáng)增值性開發(fā)。
[Abstract]:Countries all over the world attach great importance to cultural development as an extremely important part of national development strategy. In the "Plan of Action on Cultural Policy for Development", proposed by the United Nations Scientific, Educational and Cultural Organization (UNESCO) in 1998, it is pointed out that "the competition in the future world will also be the competition of culture or cultural productivity, and culture will become one of the core topics of the 21st century." The existence and development of any industry are closely related to resources, and cultural industry is no exception. Under the market economy system, how to reasonably develop and allocate all kinds of resources of cultural industry based on the market, in order to improve the cultural quality of the masses, shape a harmonious society, and promote the cultural image of China in the world, Is our country develops the cultural industry the important mission. Therefore, the author has written this paper under the title of "the Development and Utilization of Chinese Cultural Industry Resources", hoping to provide corresponding theoretical guidance for the development of China's cultural industry. First of all, this paper studies the composition and characteristics of cultural industry resources. According to the different attributes of various resources, cultural industry resources are divided into natural resources, human resources, capital resources, technical resources, human resources and market resources. Added value, sharing. Secondly, it summarizes the current situation of exploitation and utilization of foreign cultural industry resources. Focus on the most representative cultural industry in the world: the film industry in the United States, the TV series industry in Korea and the animation industry in Japan. The United States is a big country of film industry, its film industry is already an industry sector which is as important as automobile industry and steel industry. The Hollywood model with American characteristics is worth studying and drawing lessons from. Driven by the movement of "revitalizing the cultural industry" in South Korea, the Korean cultural industry has achieved unprecedented development. Now in Japan, China, Southeast Asia and other Asian countries and regions, the "Korean Stream" has taken on a trend of flooding. In particular, Korean TV dramas are popular throughout Asia, and even exported to Russia, the United States, and Arab countries. Japanese animation industry in the world has a strong market competitiveness, has become the third pillar industry in Japan. Thirdly, the present situation of exploitation and utilization of Chinese cultural industry resources is studied. This paper introduces some achievements in the development and utilization of cultural industry resources in China. Many provinces and cities have formed their own unique cultural industry development models, such as the Hunan Television Corps, the Publishing Hunan Army, the Animation Army and the newspaper Industry Hunan Army, using their own superior resources. The developing trend of Yunnan ethnic culture industry is called "Yunnan cultural phenomenon". Hainan makes use of its unique regional customs and national culture to develop tourism and exhibition industry. Then it reveals some problems existing in the process of development and utilization, such as lagging system reform, weak brand consciousness, weak protection consciousness and lack of innovative ideas. Finally, the author studies how to tap the development potential of Chinese cultural industry and enhance its competitiveness in the world. The author thinks that we must adhere to the principle of sustainable development, accelerate the reform of the system and mechanism of cultural industry and strengthen the value-added development.
