北京圈文化創(chuàng)意產(chǎn)業(yè)分布及集群式發(fā)展研究

【摘要】:進(jìn)入21世紀(jì)以來,文化創(chuàng)意產(chǎn)業(yè)迅速成為許多發(fā)達(dá)國家和重要城市的第一大產(chǎn)業(yè),并且呈現(xiàn)集群式發(fā)展態(tài)勢,深刻影響著產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級和國際分工。加快文化創(chuàng)意產(chǎn)業(yè)的發(fā)展,也成為我國進(jìn)一步發(fā)展的必然選擇。 國內(nèi)外研究表明,文化創(chuàng)意產(chǎn)業(yè)是以創(chuàng)作、創(chuàng)造、創(chuàng)新為根本手段,以文化內(nèi)容和創(chuàng)意成果為核心價值,以知識產(chǎn)權(quán)實現(xiàn)或消費為交易特征,為社會公眾提供文化體驗的具有內(nèi)在聯(lián)系新興行業(yè),其集群式發(fā)展是企業(yè)為追求外部規(guī)模經(jīng)濟及知識增加及技術(shù)信息傳播的結(jié)果,他們對區(qū)域競爭力的貢獻(xiàn)主要取決于生產(chǎn)要素、需求條件、相關(guān)支撐產(chǎn)業(yè)、市場競爭與企業(yè)戰(zhàn)略等四個要素。典型的文化創(chuàng)意產(chǎn)業(yè)集群由“核心產(chǎn)業(yè)”、“外圍產(chǎn)業(yè)”及“邊緣產(chǎn)業(yè)”共同構(gòu)成,通過集群可以增強單個企業(yè)競爭力、形成良好投融資環(huán)境、降低交易成本、激勵創(chuàng)新,形成區(qū)域競爭力。根據(jù)區(qū)位和內(nèi)在經(jīng)濟聯(lián)系,“北京圈”由北京、天津和河北八市構(gòu)成。大量資料顯示,北京圈10城市文化創(chuàng)意產(chǎn)業(yè)發(fā)展迅速、分布比較密集,但與形成區(qū)域競爭力的要求相差甚遠(yuǎn),存在一系列問題,如:文化創(chuàng)意產(chǎn)業(yè)趨同、缺乏特色定位,文化企業(yè)規(guī)模小、文化體制不順、市場化程度低、科技含量不足、缺乏文化品牌、發(fā)展無序、產(chǎn)業(yè)鏈不完整等。針對這些問題,本文主張通過發(fā)展文化創(chuàng)意產(chǎn)業(yè)集群來整合區(qū)域文化資源,利用集群的規(guī)模經(jīng)濟、范圍經(jīng)濟等優(yōu)勢,形成文化創(chuàng)意產(chǎn)業(yè)區(qū)域競爭力。運用波特“四要素”模型分析表明,北京圈發(fā)展文化創(chuàng)意產(chǎn)業(yè)的生產(chǎn)要素、需求條件、相關(guān)支撐產(chǎn)業(yè)發(fā)展良好,但企業(yè)的戰(zhàn)略、競爭程度受制于體制、行政區(qū)劃限制嚴(yán)重,制約集群形成。 國外經(jīng)驗表明,文化創(chuàng)意產(chǎn)業(yè)集群的形成有多種途徑:依托實體文化資源、設(shè)施形成集群,依托文化活動形成集群,依托文化產(chǎn)業(yè)市場形成集群,通過個體工作室及依托地產(chǎn)發(fā)展項目形成集群等。區(qū)位商分析證明,“北京圈”發(fā)展文化創(chuàng)意產(chǎn)業(yè)集群應(yīng)當(dāng)以北京市為區(qū)域文化中心,呈集散式發(fā)展取向。塑造核心產(chǎn)業(yè),帶動外圍產(chǎn)業(yè),延長產(chǎn)業(yè)鏈,形成具有強大競爭力的文化創(chuàng)意產(chǎn)業(yè)集群,通過中心輻射外圍的模式,逐步形成影視、動漫、軟件、旅游、出版發(fā)行等文化創(chuàng)意產(chǎn)業(yè)集群,并且在區(qū)域之間形成相互依存的分工與合作關(guān)系,使區(qū)域文化創(chuàng)意產(chǎn)業(yè)協(xié)調(diào)有序發(fā)展。 為此,需要通過加大政府扶持,塑造現(xiàn)代文化創(chuàng)意企業(yè)、品牌,拓寬融資渠道、培育中介服務(wù)、培育復(fù)合型人才、完善集群協(xié)會管理等政策措施,促進(jìn)北京圈文化創(chuàng)意產(chǎn)業(yè)集群的順利發(fā)展和區(qū)域競爭力的提升。
[Abstract]:Since the beginning of the 21st century, cultural and creative industries have rapidly become the first industry in many developed countries and important cities, and have shown a cluster development trend, which has deeply affected the optimization and upgrading of industrial structure and the international division of labor. Speeding up the development of cultural and creative industries has also become an inevitable choice for further development in our country. Domestic and foreign studies have shown that cultural and creative industries take creation, creation and innovation as the fundamental means, and take the cultural content and creative achievements as the core value. With intellectual property realization or consumption as the transaction characteristic and providing the cultural experience for the public, the cluster development of the new industry is the result of the enterprises pursuing the external economies of scale and the increase of knowledge and the dissemination of technical information. Their contribution to regional competitiveness mainly depends on the factors of production, demand conditions, related supporting industries, market competition and enterprise strategy. The typical cultural and creative industry cluster is composed of "core industry", "peripheral industry" and "edge industry". It can enhance the competitiveness of individual enterprises, form a good investment and financing environment, reduce transaction costs and stimulate innovation. To form regional competitiveness. The Beijing Circle consists of eight cities of Beijing, Tianjin and Hebei. A large number of data show that the cultural and creative industries in the 10 cities of Beijing Circle develop rapidly and are densely distributed, but they are far from the requirements of forming regional competitiveness, and there are a series of problems, such as the convergence of cultural and creative industries and the lack of characteristic positioning. The scale of cultural enterprises is small, the cultural system is not smooth, the degree of marketization is low, the science and technology content is insufficient, the lack of cultural brand, the development disorder, the industrial chain is incomplete and so on. In view of these problems, this paper advocates the integration of regional cultural resources through the development of cultural and creative industry clusters, and makes use of the advantages of economies of scale and scope economy of clusters to form the regional competitiveness of cultural and creative industries. The analysis of Porter's "four elements" model shows that the factors of production, the demand conditions and the related supporting industries in the Beijing Circle develop well, but the strategy and competition degree of the enterprises are restricted by the system, and the administrative divisions are severely restricted. Foreign experience shows that there are many ways to form the cultural and creative industry cluster: relying on the physical cultural resources, facilities to form the cluster, relying on cultural activities to form the cluster, relying on the cultural industry market to form the cluster. Through the individual studio and rely on real estate development projects to form a cluster. The analysis of location quotient proves that the development of cultural and creative industry cluster in Beijing Circle should take Beijing as the regional cultural center and take the development orientation of centralization and distribution. Shape the core industries, promote the peripheral industries, extend the industrial chain, form a strong competitive cultural and creative industrial cluster, and gradually form films, animation, software, tourism through the central radiation of the peripheral mode, The cluster of cultural and creative industries, such as publishing and distribution, and the formation of interdependent division of labor and cooperation among regions, make the regional cultural and creative industries develop in a coordinated and orderly manner. Therefore, it is necessary to shape modern cultural and creative enterprises by increasing government support. Brand, broaden financing channel, cultivate intermediary service, cultivate compound talents, perfect cluster association management and other policy measures, promote the smooth development of Beijing circle cultural and creative industry cluster and the promotion of regional competitiveness.
