摘  要

隨著國民經(jīng)濟建設(shè)的加快和建設(shè)新農(nóng)村進程的推進，我國對能源的生產(chǎn)和使用也有了更高的標準。紅河州在2000年以后，大力開展新能源建設(shè)事業(yè)，雖然在不斷地努力下有了很大地進步，但還是存在許多問題，這些問題在一定程度上阻礙了新農(nóng)村建設(shè)地步伐。因此要想實現(xiàn)農(nóng)村地區(qū)地新能源戰(zhàn)略同經(jīng)濟發(fā)展能夠協(xié)調(diào)穩(wěn)步前進，必須進一步投入對農(nóng)村地區(qū)能源提供產(chǎn)業(yè)的調(diào)整、新型生物質(zhì)能源和可再生清潔能源的使用和農(nóng)村生態(tài)環(huán)境保護的研究，為建設(shè)社會主義新農(nóng)村和發(fā)展可持續(xù)發(fā)展經(jīng)濟提供保障。本研究得出的結(jié)論:一是根據(jù)目前的紅河州農(nóng)村整體發(fā)展來看，農(nóng)村能源建設(shè)的發(fā)展應當加大技術(shù)支持力度，，并且在加大農(nóng)村能源建設(shè)投入的時候，也要營造出農(nóng)村能源建設(shè)發(fā)展的良好氛圍，同時還應當積極研究和建立鼓勵農(nóng)村能源建設(shè)的政策保障和后續(xù)管理的機制和有效模式。二是本文認為一方面紅河州實際上應當加強組織領(lǐng)導來完善各級政府對能源建設(shè)的管理機制。不僅要營造好良好的發(fā)展氛圍，同時還應當加強宣傳，讓更多的農(nóng)戶、集體以及企業(yè)參與進來。另一方面紅河州農(nóng)村還應當因地制宜，大力探尋適合自身發(fā)展的技術(shù)，強化人才培養(yǎng)和技術(shù)支撐。再一方面也要不斷的創(chuàng)新使用和管理機制，加大政府的資金投入力度，從而才能夠更好的拓展發(fā)展領(lǐng)域，以保障后續(xù)的管理模式和機制能夠發(fā)揮它應有的作用。
文章共分為六部分。第一部分緒論，介紹了本研究的選題背景、研究目的及意義、國內(nèi)外研究現(xiàn)狀、研究思路和技術(shù)路線以及研究方法和創(chuàng)新點。第二部分是相關(guān)概念及理論基礎(chǔ)。第三部分紅河州農(nóng)村能源發(fā)展現(xiàn)狀及存在的問題，包括紅河州能源資源概況、紅河州農(nóng)村能源開發(fā)建設(shè)現(xiàn)狀、紅河州農(nóng)村能源發(fā)展存在的問題以及紅河州農(nóng)村能源存在問題的原因分析和紅河州農(nóng)村能源開發(fā)利用潛力分析五個方面。第四章是國內(nèi)農(nóng)村能源發(fā)展模式及經(jīng)驗借鑒。第五章紅河州農(nóng)村能源發(fā)展的原則及對策建議，包括營造農(nóng)村能源發(fā)展的良好氛圍、加大技術(shù)支持力度、加大農(nóng)村能源建設(shè)的投入以及探索后續(xù)管理的模式和機制和積極建立鼓勵農(nóng)村能源建設(shè)的政策保障五部分。最后是結(jié)論與展望。

ABSTRACT

With the advance of the construction of the national economy and accelerate the construction of new rural process of energy production and use also have higher standards. Honghe Prefecture since 2000, vigorously carry out the construction of new energy sources, while significant progress in continuing efforts to lower, but still there are many problems that to some extent hindered the pace of new rural construction land. Therefore, in order to achieve a new energy strategy in rural areas to be able to coordinate economic development with steady progress, the need for further investment in energy in rural areas and provide industrial adjustment, the new biomass energy research and renewable clean energy use and environmental protection in rural areas, in order to building a new socialist countryside and development sustainable economic development to provide protection. The study concluded that the current one is based on the overall development of rural Honghe Prefecture, the development of rural energy construction should increase technical support, and increase investment in rural energy construction time, but also to create a construction and development of rural energy good atmosphere, but also we should actively encourage research and the establishment of rural energy construction mechanisms and effective mode of policy support and follow-up management. Second, the paper argues that on the one hand Honghe state should actually strengthen the organization and leadership at all levels of government to improve the management mechanism of energy construction. Not only to create a good atmosphere for the development of good, but should also step up publicity, so that more farmers, as well as collective enterprises involved. On the other hand it should also be adapted to local conditions in rural Honghe Prefecture, vigorously explore the technology for their own development, strengthen personnel training and technical support. In still another aspect needs to continue to use innovation and management mechanism to increase government investment funds, which will be able to better develop the field of development, in order to ensure follow-up and management mechanism to play its due role.
The article is divided into six parts. The first part of the introduction, in the present study background, purpose and significance, research status, research ideas and research methods and technology roadmap and innovation. The second part is related to the concept and theoretical basis. The third part of Honghe Prefecture rural energy development status and problems, including resource profile of Energy Situation rural energy development and construction of Honghe Prefecture Honghe rural energy development problems and causes of the problems of rural energy analysis and Honghe Prefecture of Honghe Prefecture analysis of five areas of rural energy development and utilization potential. The fourth chapter is the model of rural energy development and Experience. Chapter Five Principles of rural energy development in Honghe Prefecture and countermeasures, including rural energy development to create a good atmosphere, increase technical support to increase investment in rural energy construction and explore models and mechanisms for management and active follow-up to encourage the establishment of rural energy policy support the construction of five parts. 1緒論

1.1選題背景

當今世界隨著科學技術(shù)的進步和經(jīng)濟的迅猛發(fā)展，我們?nèi)祟惿鐣纳婧桶l(fā)展越來越離不開能源。能源儼然已經(jīng)成為人類發(fā)展的物質(zhì)基礎(chǔ)，是文明社會發(fā)展的基石。我國至進入二十一世紀以來，經(jīng)濟水平不斷提高，人民的生活得到發(fā)展，逐步邁向小康社會發(fā)展水平，但是這也給我國的能源的提供帶來了嚴重的壓力[1]。我國的社會發(fā)展離不開能源，對能源的依賴越來越大，目前已經(jīng)是世界第二大能源消費國。2014年，我國的一次能源消費量高于其他國家的消費量，但是我國的人均能源消費量卻低于世界的平均值，甚至達不到世界平均水平的1/2[2]。我國農(nóng)村的問題仍然是我國社會發(fā)展的主要問題，提高農(nóng)民的生活水平是政府工作的重心，這些都離不開能源的持續(xù)供給。為了確保我國社會發(fā)展中能源能夠持續(xù)安全的供給，保證能源的供給量能夠滿足農(nóng)村社會發(fā)展和提高人民生活質(zhì)量的需求，這就需要我國要對能源的供給進行合理的規(guī)劃，對能源的需求量準確的預測，走出一條符合我國國情的能源發(fā)展之路，在對能源需求量進行正確的預測的基礎(chǔ)上制定出能源可持續(xù)發(fā)展政策。

6結(jié)論與展望

6.1結(jié)論
本文在決策分析、問題分析以及系統(tǒng)分析思想的基礎(chǔ)上，綜合運用前瞻性研究方式和歷史剖析辦法，對紅河州農(nóng)村能源建設(shè)的重點和整體效益做出了以下總結(jié)。
1、根據(jù)目前的紅河州農(nóng)村整體發(fā)展來看，農(nóng)村能源建設(shè)的發(fā)展應當加大技術(shù)支持力度，并且在加大農(nóng)村能源建設(shè)投入的時候，也要營造出農(nóng)村能源建設(shè)發(fā)展的良好氛圍，同時還應當積極研究和建立鼓勵農(nóng)村能源建設(shè)的政策保障和后續(xù)管理的機制和有效模式。
