重構(gòu)國(guó)有林區(qū)林業(yè)微觀主體的研究 萬(wàn)志芳耿玉德 東北林業(yè)大學(xué)，黑龍江哈爾濱，150040 摘要：以木材生產(chǎn)為核心的國(guó)有林區(qū)現(xiàn)行的林業(yè)微觀建莉已成為國(guó)有林區(qū)及國(guó)有林業(yè)可持續(xù)發(fā)展 的主要制度性障礙，因此重構(gòu)國(guó)有林區(qū)林業(yè)微觀主體便成為我國(guó)國(guó)有林區(qū)能否盡快實(shí)現(xiàn)良性運(yùn)轉(zhuǎn)的關(guān) 鍵。本文首先研究了國(guó)有林區(qū)林業(yè)微觀主體重構(gòu)的現(xiàn)實(shí)基礎(chǔ)和經(jīng)濟(jì)可行性，新的微觀主體構(gòu)建符合市 場(chǎng)經(jīng)濟(jì)理念，可以節(jié)約交易費(fèi)用，實(shí)現(xiàn)專業(yè)化分工，提高資源配置效率；其次研究了國(guó)有林區(qū)林業(yè)微 觀主體重構(gòu)的內(nèi)涵與特征；第三，研究了重構(gòu)后國(guó)有林區(qū)林業(yè)微觀主體的基本類型，分別界定了基礎(chǔ) 性林業(yè)企業(yè)和商業(yè)性林業(yè)企業(yè)的目標(biāo)、特征和經(jīng)營(yíng)內(nèi)容；第四，研究了由現(xiàn)行的國(guó)有森工企業(yè)向新的 林業(yè)微觀主體過(guò)渡的主體路徑，指出了打破現(xiàn)行國(guó)有森工企業(yè)格局的深刻內(nèi)涵和經(jīng)濟(jì)本質(zhì)。 關(guān)鍵詞：國(guó)有林區(qū)；林業(yè)微觀主體；重構(gòu)；運(yùn)行關(guān)系 thestate-ownedforest isastimber Abstract：In forestry area．presentmicro―system producing its thishasbeenthemaininstitutionalobstacletothesustainable ofthestate― core，and development ownedforestareaandthe micro-main is state―ownedforest．So reconstructionto forestry body’S key ofthestate-ownedforest inChina．At studies base benignoperation area first，this paper practical andeconomic offorestmicro-mainreconstructionofthestate-ownedarea．Newmi- feasibility body’S cro-mainconstructionis withthe ofmarket cansavetransaction body's accordingtheory economy．It of of of the division theallocation cost，realize specializationwork，riseefficiency studiesthe and of micro-mainofthestate―owned ondly，this connotationcharacterforest body paper forestarea．ne studiesthebasic offorestmicro-mainafter third，it style body and of forest andcommer- de
