【摘要】：正2004年3月,胡錦濤同志在中央人口資源環(huán)境工作座談會上講話,強調(diào)要樹立和落實科學(xué)發(fā)展觀�？梢哉f,樹立和落實科學(xué)發(fā)展觀,已經(jīng)成為全黨和全國人民的共識�？茖W(xué)發(fā)展觀的內(nèi)涵是很豐富的,其中之一是可持續(xù)發(fā)展�？沙掷m(xù)發(fā)展,就是要促進(jìn)人與自然的和諧,實現(xiàn)經(jīng)濟(jì)發(fā)展和人口、資源、環(huán)境相協(xié)調(diào),堅持走生產(chǎn)發(fā)展、生活富裕、生態(tài)良好的文明發(fā)展道路,保證一代接一代地永續(xù)發(fā)展。實踐證明,現(xiàn)有的以國內(nèi)生產(chǎn)總值(簡稱GDP)核算為重要內(nèi)容的國民經(jīng)濟(jì)核算體系并沒有很好地體現(xiàn)可持續(xù)發(fā)展的要求,GDP核算并不考慮經(jīng)濟(jì)增長對資源和環(huán)境的影響。因此,許多學(xué)者大力提倡進(jìn)行綠色GDP核算,將自
[Abstract]:In March 2004, Comrade Hu Jintao delivered a speech at the Central Symposium on population, Resources and Environment, emphasizing the need to establish and implement a scientific concept of development. It can be said that the establishment and implementation of the scientific concept of development has become the consensus of the whole party and the people of the whole country. The connotation of the scientific concept of development is very rich, one of which is sustainable development. Sustainable development is to promote harmony between man and nature, to achieve economic development and coordination between population, resources and environment, to adhere to the path of civilized development of production development, rich life and good ecology, and to ensure sustainable development from generation to generation. Practice has proved that the existing national economic accounting system with gross domestic product (GDP) accounting as an important content does not well reflect the requirements of sustainable development, and GDP accounting does not take into account the impact of economic growth on resources and the environment.
