【摘要】：2013年以來,受飼料替代品需求激增和進(jìn)口配額政策等因素影響,中國高粱進(jìn)口量急劇增加,嚴(yán)重影響當(dāng)前農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革的玉米去庫存。結(jié)合中國高粱進(jìn)出口情況并分析美國高粱生產(chǎn)成本,研究發(fā)現(xiàn),補(bǔ)貼政策是美國高粱價(jià)格優(yōu)勢(shì)與競爭優(yōu)勢(shì)的主要原因,中國高粱進(jìn)口具有明顯的價(jià)差驅(qū)動(dòng)型特征。因此,中國需加快完善農(nóng)業(yè)支持和保護(hù)體系,切實(shí)保障農(nóng)業(yè)生產(chǎn)者利益。同時(shí),完善農(nóng)產(chǎn)品進(jìn)出口制度,加強(qiáng)玉米等主要農(nóng)產(chǎn)品替代品進(jìn)口的管理,防止主要農(nóng)產(chǎn)品替代品進(jìn)口激增對(duì)中國農(nóng)產(chǎn)品市場(chǎng)的沖擊。
[Abstract]:Since 2013, due to the surging demand for feed substitutes and import quota policy, China's sorghum imports have increased sharply, seriously affecting the current agricultural supply-side structural reform of corn stock. Combining the situation of sorghum import and export in China and analyzing the cost of sorghum production in the United States, it is found that the subsidy policy is the main reason for the price advantage and competitive advantage of sorghum in the United States, and the Chinese sorghum import has obvious price difference-driven characteristics. Therefore, China needs to speed up the improvement of agricultural support and protection system to ensure the interests of agricultural producers. At the same time, we should improve the import and export system of agricultural products, strengthen the management of import of substitutes for major agricultural products such as corn, and prevent the surge of import of substitutes for major agricultural products from hitting China's agricultural products market
