【摘要】：2016年國家取消東北地區(qū)的玉米臨儲政策,轉(zhuǎn)而實施"市場化收購+補貼"的新機制,以此緩解玉米產(chǎn)業(yè)面臨的困局。價補分離后,2016年東北玉米產(chǎn)量總體下降,基本符合政策調(diào)整預(yù)期;玉米價格回歸市場,降幅達30%,但規(guī)�；�(jīng)營主體收入受影響較大,且農(nóng)戶售糧進度偏慢;農(nóng)戶政策預(yù)期發(fā)生轉(zhuǎn)變,有利于種植結(jié)構(gòu)調(diào)整;產(chǎn)業(yè)上下游關(guān)系趨于協(xié)調(diào),但加工企業(yè)"以銷定產(chǎn)"開工率仍然偏低。同時,由于農(nóng)戶售糧進度偏慢,生產(chǎn)資金難以快速回籠,加之2017年玉米補貼政策尚不明確,2017年農(nóng)戶春播備耕進度明顯滯后。未來,如何去庫存以及引導(dǎo)農(nóng)戶進行市場化決策、消除種植結(jié)構(gòu)調(diào)整的盲目性成為重要議題。為此,應(yīng)堅持玉米價格市場化改革,注重政策的時效性和針對性,加強信息監(jiān)測預(yù)警,提高政府對玉米市場的宏觀調(diào)控能力。
[Abstract]:In 2016, the state abolished the temporary storage policy of corn in the Northeast region and implemented a new mechanism of "market-oriented purchase subsidies" to ease the difficulties facing the corn industry. After the separation of price and supplement, the yield of maize in Northeast China decreased in 2016, basically in line with the expectation of policy adjustment; the price of corn returned to the market by 30%, but the income of the main body of large-scale operation was affected greatly, and the progress of grain sale of farmers was slow; Farmers' policies are expected to change, which is conducive to the adjustment of planting structure, and the relationship between upstream and downstream industries tends to be coordinated, but the operating rate of processing enterprises is still on the low side. At the same time, due to the slow progress of farmers' grain sales, the production funds are difficult to get back quickly, and the 2017 corn subsidy policy is not clear, the progress of farmers' spring sowing reserve farming in 2017 obviously lags behind. In the future, how to stock and guide farmers to make market decisions and eliminate the blindness of planting structure adjustment become important issues. Therefore, we should persist in the reform of corn price marketization, pay attention to the timeliness and pertinence of the policy, strengthen the information monitoring and early warning, and improve the government's ability to control the corn market macroscopically.
