【摘要】：正 勞動(dòng)就業(yè)統(tǒng)計(jì)在勞動(dòng)就業(yè)工作中占有極為重要的地位。十幾年來(lái),在計(jì)劃經(jīng)濟(jì)和有計(jì)劃商品經(jīng)濟(jì)條件下,勞動(dòng)就業(yè)統(tǒng)計(jì)對(duì)于研究和制定勞動(dòng)就業(yè)政策、合理分配和利用勞動(dòng)力資源、平穩(wěn)渡過(guò)就業(yè)高峰、促進(jìn)經(jīng)濟(jì)發(fā)展與社會(huì)穩(wěn)定等發(fā)揮了積極作用。隨著社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制的確立與發(fā)展,勞動(dòng)就業(yè)范圍更廣、任務(wù)更重,而原有統(tǒng)計(jì)指標(biāo)滯后、范圍較小、資料收集困難、準(zhǔn)確性低、靈敏度差等問(wèn)題日益突出。改革現(xiàn)有制度,建立起能全面、及時(shí)、準(zhǔn)確地反映勞動(dòng)就業(yè)工作全貌的全新的勞動(dòng)就業(yè)統(tǒng)計(jì)制度勢(shì)在必行。首先,在調(diào)查方法上,應(yīng)由全面調(diào)查方法轉(zhuǎn)向
[Abstract]:The statistics of positive labor employment occupies an extremely important position in the work of labor and employment. In the past ten years, under the conditions of planned economy and planned commodity economy, labor and employment statistics have been used to study and formulate labor employment policies, rationally allocate and utilize labor resources, and smoothly tide over the peak of employment. Promoting economic development and social stability has played a positive role. With the establishment and development of socialist market economic system, the scope of labor employment is wider and the task is heavier. However, the problems of the original statistical index lag behind, the scope is smaller, the data collection is difficult, the accuracy is low, the sensitivity is poor and so on. It is imperative to reform the existing system and set up a new statistical system of labor and employment that can reflect the whole picture of the work of labor and employment in a comprehensive, timely and accurate manner.
