【摘要】：離岸金融市場作為一種國際金融制度創(chuàng)新,能夠在全球范圍內(nèi)實現(xiàn)資源優(yōu)化配置,與此同時,可帶動離岸金融市場經(jīng)濟(jì)發(fā)展。2010年,國務(wù)院在《關(guān)于推進(jìn)海南國際旅游島建設(shè)發(fā)展的若干意見》中首次明確海南省獲得離岸金融業(yè)務(wù)的試點(diǎn)資格。至此,海南迎來金融創(chuàng)新的新機(jī)遇。 盡管海南離岸金融市場發(fā)展仍處于萌芽階段,各項離岸業(yè)務(wù)發(fā)展尚未成熟,但基于海南自然區(qū)位優(yōu)勢、寬松的政府經(jīng)濟(jì)管理模式與相關(guān)政策支撐等因素驅(qū)動,海南離岸金融市場的發(fā)展勢在必行。在此前提下,研究因海南離岸金融市場的發(fā)展引起的大規(guī)模資本流動的潛在風(fēng)險及風(fēng)險控制措施有著緊迫的客觀需求,其對維護(hù)海南金融環(huán)境健康發(fā)展提供了理論基礎(chǔ)。 本文內(nèi)容首先從整體上闡述海南離岸金融市場的發(fā)展背景及現(xiàn)狀,在現(xiàn)狀分析的基礎(chǔ)之上,總結(jié)及歸納海南離岸金融市場的資本流動特點(diǎn)與潛在風(fēng)險,結(jié)合國際離岸金融市場風(fēng)險控制經(jīng)驗,從控制海南離岸金融市場資本流動潛在風(fēng)險角度提出建設(shè)性意見。通過研究新加坡國際離岸金融市場的風(fēng)險控制經(jīng)驗,例如建立風(fēng)險評估框架、信息披露制度與銀行分級發(fā)放執(zhí)照等先進(jìn)舉措,本文從法律與制度基礎(chǔ)、外部監(jiān)管體系與金融機(jī)構(gòu)內(nèi)部監(jiān)管體系三個角度為海南離岸金融市場的風(fēng)險防范提出了七點(diǎn)建議,分別為嚴(yán)格規(guī)范海南離岸金融市場的業(yè)務(wù)模式、完善海南離岸金融市場的法律制度、嚴(yán)格規(guī)范市場準(zhǔn)入準(zhǔn)出制度、建立完善的信息披露制度、加強(qiáng)海南離岸金融的資本流動監(jiān)管、健全風(fēng)險預(yù)警機(jī)制與提升金融機(jī)構(gòu)的風(fēng)險管理能力。
[Abstract]:As an innovation of international financial system, offshore financial market can optimize the allocation of resources on a global scale, at the same time, it can promote the development of offshore financial market economy. In "some opinions on promoting the Construction and Development of Hainan International Tourism Island", the State Council for the first time specified the pilot qualification for Hainan Province to obtain offshore financial services. So far, Hainan ushered in a new opportunity for financial innovation. Although the development of Hainan offshore financial market is still in its infancy and the development of various offshore businesses is not yet mature, due to Hainan's natural location advantages, the loose government economic management model and related policy support are driven by such factors as: The development of Hainan offshore financial market is imperative. On this premise, there is an urgent objective need to study the potential risks and risk control measures of large-scale capital flows caused by the development of Hainan offshore financial market, which provides a theoretical basis for maintaining the healthy development of Hainan's financial environment. Firstly, the paper expounds the development background and present situation of Hainan offshore financial market, summarizes and summarizes the characteristics of capital flow and potential risks of Hainan offshore financial market on the basis of the analysis of the present situation. Based on the risk control experience of international offshore financial market, this paper puts forward some constructive suggestions from the perspective of controlling the potential risk of capital flow in Hainan offshore financial market. By studying the experience of risk control in Singapore's international offshore financial market, such as setting up a risk assessment framework, information disclosure system and bank classification licensing, this paper starts with the legal and institutional basis. The external supervision system and the internal supervision system of financial institutions put forward seven suggestions for the risk prevention of Hainan offshore financial market, which are respectively to strictly standardize the business model of Hainan offshore financial market. We will improve the legal system of Hainan's offshore financial market, strictly regulate the system of market access, establish a sound system of information disclosure, and strengthen the supervision of capital flows in Hainan's offshore financial markets. Improve the risk early warning mechanism and enhance the risk management ability of financial institutions.
