【摘要】：農(nóng)業(yè)作為俄羅斯國(guó)民經(jīng)濟(jì)的重要支柱產(chǎn)業(yè),其發(fā)展卻不如其他世界大國(guó)。隨著世界經(jīng)濟(jì)全球化與貿(mào)易自由化進(jìn)程的加劇,國(guó)際農(nóng)產(chǎn)品貿(mào)易的規(guī)模也越來越擴(kuò)大,這也為俄羅斯的農(nóng)產(chǎn)品出口提供了千載難逢的機(jī)遇。從微觀視角來看,得力于九十年代土地私有化的推行,俄羅斯的農(nóng)業(yè)生產(chǎn)組織已經(jīng)發(fā)生了翻天覆地的變化,農(nóng)業(yè)部門結(jié)構(gòu)有了明顯的變化,生產(chǎn)效率明顯提高,農(nóng)產(chǎn)品的進(jìn)出口額也有所增長(zhǎng)。在新的國(guó)際環(huán)境下,加強(qiáng)俄羅斯農(nóng)產(chǎn)品國(guó)際競(jìng)爭(zhēng)力對(duì)俄羅斯農(nóng)業(yè)發(fā)展至關(guān)重要。過去,俄羅斯農(nóng)產(chǎn)品國(guó)際競(jìng)爭(zhēng)力相對(duì)較弱,俄羅斯農(nóng)業(yè)面臨的問題也不少。2012年俄羅斯加入世貿(mào)組織,2014年盧布貶值,歐美國(guó)家對(duì)俄羅斯實(shí)施的經(jīng)濟(jì)制裁,所有這些因素對(duì)俄羅斯的對(duì)外貿(mào)易結(jié)構(gòu)產(chǎn)生了巨大影響,農(nóng)產(chǎn)品對(duì)外貿(mào)易的結(jié)構(gòu)也隨之改變:農(nóng)產(chǎn)品的進(jìn)口額縮減,而農(nóng)產(chǎn)品的出口增長(zhǎng)加速。本文在國(guó)內(nèi)外有關(guān)學(xué)者研究工作的基礎(chǔ)上,對(duì)俄羅斯農(nóng)產(chǎn)品貿(mào)易的影響因素進(jìn)行了研究。論文包括五章。在本文的緒論中,主要闡述了研究背景及其意義、文獻(xiàn)綜述、研究思路及方法,介紹了本論文內(nèi)容的新穎之處與不足。緒論是本論文關(guān)鍵點(diǎn)的概括。第一章是農(nóng)產(chǎn)品對(duì)外貿(mào)易相關(guān)理論的簡(jiǎn)述,即圍繞與本文論題相關(guān)的國(guó)際貿(mào)易理論展開研究,包括絕對(duì)優(yōu)勢(shì)理論、比較優(yōu)勢(shì)理論、赫克歇爾-俄林理論等等。第二章闡述了俄羅斯農(nóng)業(yè)現(xiàn)狀,包括俄羅斯農(nóng)業(yè)發(fā)展的基本情況、俄羅斯主要行政區(qū)的農(nóng)業(yè)發(fā)展情況、俄羅斯種植業(yè)、畜牧業(yè)的發(fā)展?fàn)顩r等,同時(shí)概括出俄羅斯政府在農(nóng)業(yè)方面的主要支持政策。第三章分析了俄羅斯農(nóng)產(chǎn)品對(duì)外貿(mào)易的現(xiàn)狀及存在的問題,包括世界農(nóng)產(chǎn)品貿(mào)易結(jié)構(gòu)變化與發(fā)展趨勢(shì)的介紹,俄羅斯農(nóng)產(chǎn)品進(jìn)出口與俄羅斯農(nóng)產(chǎn)品對(duì)外貿(mào)易面臨的問題及原因分析。第四章是俄羅斯農(nóng)產(chǎn)品對(duì)外貿(mào)易的影響因素分析,主要有三個(gè)影響因素:俄羅斯加入世貿(mào)組織后的影響、歐美對(duì)俄羅斯經(jīng)濟(jì)制裁后的影響、盧布貶值后的影響。第五章,針對(duì)俄羅斯農(nóng)產(chǎn)品對(duì)外貿(mào)易的影響因素,提出了對(duì)策建議。
[Abstract]:Agriculture as an important pillar industry of Russian national economy, its development is inferior to that of other big countries in the world. With the intensification of the process of world economic globalization and trade liberalization, the scale of international agricultural trade is also increasing, which also provides a rare opportunity for Russia's agricultural exports. From a microcosmic perspective, thanks to the implementation of land privatization in the 1990s, the agricultural production organizations in Russia have undergone earth-shaking changes, the structure of the agricultural sector has changed markedly, and the production efficiency has been significantly improved. Imports and exports of agricultural products also increased. In the new international environment, strengthening the international competitiveness of Russian agricultural products is of great importance to the development of Russian agriculture. In the past, the international competitiveness of Russian agricultural products was relatively weak, and Russian agriculture faced many problems. Russia joined the World Trade Organization in 2012, the rouble depreciated in 2014, and economic sanctions were imposed on Russia by European and American countries. All of these factors have a great impact on Russia's foreign trade structure, and the structure of agricultural trade has also changed: the import of agricultural products has been reduced, and the growth of agricultural exports has accelerated. Based on the research work of domestic and foreign scholars, this paper studies the influencing factors of Russian agricultural products trade. The paper includes five chapters. In the introduction of this paper, the research background and its significance, literature review, research ideas and methods are described, and the novelty and shortcomings of this paper are introduced. Introduction is the summary of the key points of this paper. The first chapter is a brief introduction of the theory of foreign trade of agricultural products, which includes absolute advantage theory, comparative advantage theory, Heccher-Orin theory and so on. The second chapter describes the current situation of Russian agriculture, including the basic situation of Russian agricultural development, the situation of agricultural development in the main administrative regions of Russia, the development of Russian planting and animal husbandry, and so on. At the same time summarizes the Russian government's main support policy in agriculture. The third chapter analyzes the current situation and existing problems of Russian agricultural products foreign trade, including the introduction of the changes and development trends of the world agricultural products trade structure. Problems and causes of Russian Agricultural products Import and Export and Foreign Trade of Russian Agricultural products. The fourth chapter is the analysis of the influence factors of Russian agricultural products foreign trade. There are three main influencing factors: the influence after Russia's accession to the WTO, the influence of European and American economic sanctions on Russia, and the influence after the devaluation of the rouble. The fifth chapter, in view of the Russian agricultural products foreign trade influence factor, proposed the countermeasure proposal.
