【摘要】：轉(zhuǎn)基因農(nóng)作物已經(jīng)進(jìn)入了世界農(nóng)產(chǎn)品市場(chǎng),并已成為全球農(nóng)產(chǎn)品貿(mào)易的重要組成部分。然而一直以來(lái),圍繞轉(zhuǎn)基因農(nóng)產(chǎn)品的貿(mào)易爭(zhēng)端不絕于耳,促使我們亟需全面、客觀的面對(duì)轉(zhuǎn)基因農(nóng)產(chǎn)品的國(guó)際貿(mào)易。我國(guó)在轉(zhuǎn)基因農(nóng)產(chǎn)品國(guó)際貿(mào)易管理戰(zhàn)略上應(yīng)當(dāng)選擇不盲目跟風(fēng)、保持冷靜理性,努力改變被動(dòng)地位、積極進(jìn)行技術(shù)研發(fā),并且杜絕蒙蔽欺騙消費(fèi)者,主張保護(hù)消費(fèi)者的知情權(quán)與選擇權(quán)。并以上述轉(zhuǎn)基因農(nóng)產(chǎn)品國(guó)際貿(mào)易管理戰(zhàn)略選擇為基石,探討了轉(zhuǎn)基因農(nóng)產(chǎn)品出口方、進(jìn)口方以及WTO在貿(mào)易過(guò)程中應(yīng)該履行的義務(wù)與踐諾的職責(zé),推動(dòng)公正、公平、公開(kāi)的轉(zhuǎn)基因農(nóng)產(chǎn)品國(guó)際貿(mào)易管理的規(guī)則構(gòu)建,旨在提升我國(guó)轉(zhuǎn)基因農(nóng)產(chǎn)品對(duì)外貿(mào)易的核心市場(chǎng)地位,并有效促進(jìn)農(nóng)業(yè)生物技術(shù)產(chǎn)業(yè)的健康穩(wěn)定發(fā)展。
[Abstract]:GM crops have entered the world agricultural market and become an important part of global agricultural trade.However, trade disputes over genetically modified agricultural products have been unceasing, which urges us to face the international trade of genetically modified agricultural products comprehensively and objectively.In the international trade management strategy of genetically modified agricultural products, our country should choose not to blindly follow the trend, keep calm and rational, strive to change the passive position, actively carry out technology research and development, and put an end to hoodwinking and deceiving consumers.To protect consumers' right to know and choose.On the basis of the strategic choice of the international trade management of GM agricultural products mentioned above, this paper discusses the obligations and duties of the exporters, importers and WTO in the trade process to promote justice and fairness.The open regulation of international trade management of genetically modified agricultural products aims at enhancing the core market position of foreign trade of genetically modified agricultural products and effectively promoting the healthy and stable development of agricultural biotechnology industry.
