【摘要】：基于1998—2015年我國31個省市自治區(qū)農(nóng)業(yè)貿(mào)易及污染的面板數(shù)據(jù),建立農(nóng)業(yè)環(huán)境污染、產(chǎn)出規(guī)模與農(nóng)產(chǎn)品對外貿(mào)易額的聯(lián)立方程模型,并利用3SLS方法對模型進(jìn)行了估計,結(jié)果發(fā)現(xiàn):農(nóng)業(yè)產(chǎn)出規(guī)模、結(jié)構(gòu)對農(nóng)業(yè)環(huán)境均有顯著的負(fù)面影響,農(nóng)業(yè)貿(mào)易的發(fā)展會帶來環(huán)境污染的增加;進(jìn)出口額的增長可以拉動農(nóng)業(yè)產(chǎn)出,但農(nóng)業(yè)生產(chǎn)依然以環(huán)境污染為代價,而環(huán)境規(guī)制的加強(qiáng)會抑制農(nóng)業(yè)貿(mào)易的發(fā)展;農(nóng)業(yè)污染投入的增加帶來的生產(chǎn)規(guī)模擴(kuò)大,并不能對農(nóng)業(yè)對外貿(mào)易帶來直接的促進(jìn)作用,而資本投入的增加會提高農(nóng)業(yè)產(chǎn)出,但片面增加勞動力數(shù)量的投入并不能顯著提升產(chǎn)出,應(yīng)提高勞動者素質(zhì)來促進(jìn)農(nóng)業(yè)經(jīng)濟(jì)的發(fā)展。要實現(xiàn)農(nóng)業(yè)對外貿(mào)易與環(huán)境保護(hù)的可持續(xù)發(fā)展,必須轉(zhuǎn)變農(nóng)業(yè)對外貿(mào)易增長方式,調(diào)整農(nóng)業(yè)貿(mào)易結(jié)構(gòu);加強(qiáng)環(huán)保信息和技術(shù)推廣,加大人才培養(yǎng)力度,提高農(nóng)業(yè)從業(yè)者整體素質(zhì);建立貿(mào)易與環(huán)保相協(xié)調(diào)的環(huán)境規(guī)制制度。
[Abstract]:Based on the panel data of agricultural trade and pollution in 31 provinces and autonomous regions of China from 1998 to 2015, a simultaneous equation model of agricultural environmental pollution, output scale and agricultural products foreign trade volume is established, and the model is estimated by using 3SLS method.The results show that the scale and structure of agricultural output have a significant negative impact on the agricultural environment, the development of agricultural trade will lead to the increase of environmental pollution, the increase of import and export can promote agricultural output.However, agricultural production is still at the cost of environmental pollution, and the strengthening of environmental regulation will restrain the development of agricultural trade, and the expansion of production scale brought about by the increase of agricultural pollution input will not directly promote agricultural foreign trade.The increase of capital input will improve the agricultural output, but the one-sided increase in the number of labor can not significantly improve the output, we should improve the quality of workers to promote the development of agricultural economy.In order to realize the sustainable development of agricultural foreign trade and environmental protection, we must change the growth mode of agricultural foreign trade, readjust the agricultural trade structure, strengthen the promotion of environmental protection information and technology, and intensify the training of personnel.Improve the overall quality of agricultural practitioners; establish a coordinated trade and environmental protection environmental regulation system.
