江西省農(nóng)產(chǎn)品市場信息服務(wù)平臺建設(shè)研究

【摘要】:隨著我國市場經(jīng)濟體制的不斷完善,信息對于市場的作用越來越顯得重要。農(nóng)產(chǎn)品市場是農(nóng)業(yè)發(fā)展的重要一環(huán),農(nóng)業(yè)生產(chǎn)和經(jīng)營主體在農(nóng)產(chǎn)品市場中是否能夠獲得足夠的競爭力,取決于對信息的掌握。但是目前,信息不對稱問題在農(nóng)產(chǎn)品市場中還表現(xiàn)的突出,一些出在農(nóng)業(yè)產(chǎn)業(yè)鏈前端的農(nóng)民,無法及時了解市場供求情況、產(chǎn)品價格情況等信息,導(dǎo)致了他們不能有效地根據(jù)市場變化進行生產(chǎn)決策。從另一個層面看,農(nóng)產(chǎn)品市場的信息不對稱,也使得一些劣質(zhì)農(nóng)產(chǎn)品擠占了優(yōu)質(zhì)農(nóng)產(chǎn)品的空間,造成了“檸檬市場”,損害了消費者和農(nóng)業(yè)生產(chǎn)者的積極性。江西省是農(nóng)業(yè)大省,尤其是糧食產(chǎn)量在全國排位靠前,在近年來的農(nóng)業(yè)現(xiàn)代化和信息化過程中,江西省在農(nóng)業(yè)信息平臺方面不遺余力,建設(shè)了注入江西三農(nóng)網(wǎng)、江西農(nóng)業(yè)信息網(wǎng)等知名的省內(nèi)信息平臺。但是我們通過對江西實際情況的分析也發(fā)現(xiàn),江西省目前還沒有開發(fā)和建設(shè)專業(yè)化、綜合性的農(nóng)產(chǎn)品市場信息服務(wù)平臺,這也是本研究的重要目的。圍繞以上目的和背景,本研究在走訪和調(diào)查的基礎(chǔ)上,以信息不對稱理論和信息需求理論為支撐,對江西省農(nóng)產(chǎn)品市場信息服務(wù)平臺的構(gòu)建提出了自己的設(shè)想和框架。具體的來看本研究包括如下重要組成部分:第一,研究分析了江西省農(nóng)產(chǎn)品市場信息服務(wù)發(fā)展的現(xiàn)狀和問題,既肯定了江西省在信息服務(wù)基礎(chǔ)設(shè)施、網(wǎng)站平臺、人員隊伍、技術(shù)水平和信息采集方面取得的成績,同時也指出了在信息內(nèi)容、信息整合等方面存在的突出問題。第二,研究從農(nóng)產(chǎn)品生產(chǎn)企業(yè)、經(jīng)營企業(yè)、消費者和政府四個層面分析了江西省農(nóng)產(chǎn)品市場信息服務(wù)的主要需求,目的是了解開發(fā)建設(shè)農(nóng)產(chǎn)品市場信息服務(wù)平臺網(wǎng)站,需要考慮哪些主要的功能和要素。第三,本研究借助Web技術(shù)和B/S框架等網(wǎng)站平臺建設(shè)技術(shù),將江西省農(nóng)產(chǎn)品市場信息服務(wù)平臺定位為立足江西、覆蓋周邊、服務(wù)全國的農(nóng)產(chǎn)品市場信息窗口平臺,按照這一定位,研究設(shè)定了平臺的基本結(jié)構(gòu)框架,提出了5個層次的功能分層,明確了總體及前臺信息發(fā)布、后臺處理等重要功能,同時也提出了業(yè)務(wù)數(shù)據(jù)和功能數(shù)據(jù)庫的建設(shè)和維護內(nèi)容。第四,本研究按照既定思路,圍繞江西省農(nóng)產(chǎn)品信息平臺的功能和作用,從政府功能發(fā)揮、信息采集質(zhì)量提升、深度挖掘農(nóng)產(chǎn)品市場信息、突出宣傳推廣江西特色農(nóng)產(chǎn)品功能等角度,提出了對平臺建設(shè)和維護的保障措施。
[Abstract]:With the continuous improvement of China's market economic system, the role of information in the market becomes more and more important. The agricultural product market is an important part of agricultural development. Whether the main body of agricultural production and management can obtain sufficient competitiveness in the agricultural product market depends on the mastery of information, but at present, the problem of information asymmetry is still prominent in the agricultural product market. Some farmers who come out of the front end of the agricultural industrial chain are unable to understand the market supply and demand situation, the price situation of products, and so on in a timely manner, resulting in their inability to make effective production decisions according to market changes. From another perspective, The asymmetric information in the agricultural product market has also caused some inferior agricultural products to squeeze out the space for high-quality agricultural products, resulting in a "lemon market" and damaging the enthusiasm of consumers and agricultural producers. Jiangxi Province is a big agricultural province. In particular, grain production ranks first in the country. In recent years, in the process of agricultural modernization and informatization, Jiangxi Province has spared no effort in the area of agricultural information platform, and has built a three-farm network injected into Jiangxi Province. Jiangxi Agricultural Information Network and other well-known information platforms in the province. However, through an analysis of the actual situation in Jiangxi, we also found that Jiangxi has not yet developed and built a specialized and comprehensive agricultural product market information service platform. This is also the important purpose of this study. Around the above purpose and background, this study is supported by information asymmetry theory and information demand theory on the basis of interviews and investigations. This paper puts forward its own idea and framework for the construction of Jiangxi agricultural product market information service platform. In detail, this research includes the following important parts: first, This paper studies and analyzes the present situation and problems of the development of agricultural product market information service in Jiangxi Province, which not only affirms the achievements of Jiangxi Province in information service infrastructure, website platform, personnel, technical level and information collection. At the same time, it also points out the outstanding problems in the aspects of information content and information integration. Secondly, the paper analyzes the main demand of agricultural product market information service in Jiangxi Province from four aspects: agricultural product production enterprise, management enterprise, consumer and government. The purpose of this study is to understand the main functions and elements to be considered in the development and construction of agricultural products market information service platform website. Thirdly, this study uses the Web technology and the B / S framework to build the website platform technology. The agricultural product market information service platform of Jiangxi Province is positioned as the information window platform of agricultural products market based on Jiangxi province, covering the periphery and serving the whole country. According to this position, the basic structure of the platform is studied and set up. This paper puts forward five levels of functional stratification, clarifies the important functions such as general and foreground information release, background processing, etc. At the same time, it also puts forward the contents of construction and maintenance of business data and functional database. 4th, this study is based on the established ideas, Focusing on the functions and functions of the agricultural product information platform in Jiangxi Province, from the perspectives of government functions, improving the quality of information collection, digging the market information of agricultural products in depth, highlighting the function of propagating and popularizing the characteristic agricultural products of Jiangxi Province, The safeguard measures for platform construction and maintenance are put forward.
