【摘要】：國家玉米收儲(chǔ)政策的改革,給我國玉米主產(chǎn)區(qū)帶來了許多新情況、新問題。玉米價(jià)格下降、農(nóng)業(yè)生產(chǎn)風(fēng)險(xiǎn)加大,規(guī)模經(jīng)營放緩等情況連續(xù)出現(xiàn),有些地方問題嚴(yán)重,不僅造成種植玉米收益下降、農(nóng)民收入減少,甚至影響到種植業(yè)結(jié)構(gòu)調(diào)整和現(xiàn)代農(nóng)業(yè)發(fā)展。這些情況和問題將會(huì)給我國現(xiàn)代農(nóng)業(yè)發(fā)展帶來新的困難與挑戰(zhàn),亟須加強(qiáng)對玉米加工業(yè)的重點(diǎn)扶持,支持農(nóng)村一二三產(chǎn)業(yè)融合發(fā)展,明確馬鈴薯主糧化地位,解決好玉米收儲(chǔ)政策改革帶來的返貧問題,在處理好改革與發(fā)展關(guān)系的基礎(chǔ)上加快農(nóng)業(yè)結(jié)構(gòu)調(diào)整,保持政策的穩(wěn)定性、連續(xù)性、透明性、及時(shí)性,保證玉米收儲(chǔ)政策改革順利、平穩(wěn)進(jìn)行,以達(dá)到改革的目的和效果。
[Abstract]:The reform of the national corn collection and storage policy has brought many new situations and new problems to the main corn producing areas of our country. The prices of corn have dropped, the risks of agricultural production have been increased, and the scale of operation has slowed down. In some places, the problems are serious. This will not only reduce the income from maize planting, but also decrease the income of farmers, and even affect the restructuring of planting industry and the development of modern agriculture. These conditions and problems will bring new difficulties and challenges to the development of modern agriculture in our country. It is urgent to strengthen the key support to the corn processing industry, support the integration and development of 123 industries in rural areas, clarify the status of potato grain production, and solve the problem of returning to poverty caused by the reform of corn harvesting and storage policy. On the basis of dealing with the relationship between reform and development, we should speed up the adjustment of agricultural structure, maintain the stability, continuity, transparency and timeliness of the policy, and ensure the smooth and smooth reform of the policy of corn storage and storage, so as to achieve the purpose and effect of the reform.
