【摘要】：京津冀三地在農產品生產、消費和流程等方面都存在一定的差異,對農產品相關的信息需求呈現多樣性的同時,也存在很大程度的不平衡性,這些差異導致有關農產品的信息服務和信息資源建設存在一定的無序性和分散性。因此京津冀三地在農產品信息資源提供、資源建設和信息服務優(yōu)化等方面需要協同配置,以保證提供服務的協同配置主體間協調互動,使農產品信息資源建設能夠在保障京津冀農產品市場供給和強化流通方面發(fā)揮應有的作用。本文在分析京津冀三地信息資源建設現狀基礎上,梳理出影響其建設和配置的主要要素為信息資源的提供和配置主體以及影響著服務主體和需求主體之間關系的配置機制,在此基礎上應用協同理論和信息資源配置理論,形成京津冀農產品信息資源協同配置框架體系。重點分析:(1)京津冀農產品信息資源配置主體,包括政府組織、高校和科研機構、信息服務中介和企業(yè)以及各配置主體主導的農產品信息資源協同配置的方式。其中,政府主導的協同配置方式為“政府+多元網站”、“政府+企業(yè)”的方式;企業(yè)為主導的協同配置方式有“農產品龍頭企業(yè)+農戶”、“農產品種植基地+社區(qū)+農產品的三方質量認證”等方式;科研機構則是“面向企業(yè)、政府委托的科研機構主導配置方式”以及“面向公益建設的科技機構主導方式”等。(2)為保障配置主體活動的有序進行,需要配置機制進行約束和激勵,由驅動力、運行機制和反饋機制相互作用形成一個完整的運行體系。其中京津冀農產品信息資源協同配置的驅動力來自配置自身發(fā)展需求為驅動力和外部環(huán)境刺激的驅動力;運行機制主要由共享機制、組織協調機制和利益協調機制共同作用;反饋機制主要是來自主體配置和配置效益主動反饋和對農產品市場通過調查、訪談等方式進行分析的被動反饋。最后以高碑店新發(fā)地的農產品交易平臺為例進行分析,探索該平臺的配置方式及實現機制,發(fā)現存在的問題提出相應解決的建議。
[Abstract]:There are some differences in the production, consumption and flow of agricultural products in the three places of Beijing, Tianjin and Hebei, and there is a great deal of imbalance in the demand for information related to agricultural products at the same time. These differences lead to the existence of disorder and dispersion in the information service and information resources construction of agricultural products, so the information resources of Beijing, Tianjin and Hebei are provided in agricultural products. In order to ensure the coordination and interaction between the providers of collaborative configuration, resources construction and information service optimization need to be coordinated. The information resources construction of agricultural products can play its due role in ensuring the supply of agricultural products in Beijing-Tianjin-Hebei agricultural products market and strengthening the circulation. This paper analyzes the present situation of information resources construction in the three places of Beijing-Tianjin-Hebei. Combing out the main factors that affect its construction and configuration are the provision and allocation of information resources as well as the allocation mechanism which affects the relationship between the service main body and the demand main body. On this basis, the cooperation theory and information resource allocation theory are applied to form the cooperative allocation framework system of agricultural products information resources of Beijing-Tianjin-Hebei, with emphasis on the analysis of the main body of information resources allocation of agricultural products of Beijing-Tianjin-Hebei. Including government organizations, universities and scientific research institutions, information service intermediaries and enterprises, as well as the allocation of agricultural product information resources dominated by the way. The cooperative allocation mode of government leading is "government multi-website" and "government enterprise". The cooperative allocation mode led by enterprises includes "farmers of leading enterprises of agricultural products", "tripartite quality certification of agricultural products in community" and so on. Scientific research institutions are "oriented to enterprises, the government entrusts the leading allocation of scientific research institutions" and "oriented to public welfare construction of scientific and technological institutions leading mode" to ensure that the allocation of the main activities in an orderly manner. Need to configure mechanisms for constraints and incentives, driven by. The interaction between operation mechanism and feedback mechanism forms a complete operation system. The driving force of cooperative allocation of agricultural products information resources between Beijing, Tianjin and Hebei comes from the allocation of their own development demand and the driving force of external environment stimulation. ; The operation mechanism is mainly composed of shared mechanism, organization coordination mechanism and interest coordination mechanism. The feedback mechanism mainly comes from the main body allocation and the allocation benefit active feedback and through the investigation to the agricultural product market. Finally, take the Gaobeidian newly developed agricultural products trading platform as an example to explore the configuration and implementation mechanism of the platform. Find out the existing problems and put forward the corresponding solutions.
