【摘要】：傳統(tǒng)GDP只從市場(chǎng)活動(dòng)以及與市場(chǎng)的聯(lián)系著手來(lái)確定其核算范圍,并沒(méi)有覆蓋全部的經(jīng)濟(jì)活動(dòng),使許多非市場(chǎng)化的活動(dòng)被排除在核算范圍之外,尤其是經(jīng)濟(jì)活動(dòng)對(duì)自然資源的消耗以及引起的環(huán)境質(zhì)量退化等內(nèi)容。而綠色GDP核算則是在傳統(tǒng)GDP指標(biāo)核算體系基礎(chǔ)上把自然資源的核算和生態(tài)環(huán)境的核算納入其中,包括了市場(chǎng)性活動(dòng)和非市場(chǎng)性活動(dòng)。根據(jù)能夠搜集到的統(tǒng)計(jì)數(shù)據(jù),對(duì)河南省綠色GDP的核算就只考慮能夠進(jìn)行具體核算的自然資源損耗和環(huán)境損失成本兩方面。2012年河南省綠色GDP為28691.34億元,比傳統(tǒng)GDP少了907.97億元,是傳統(tǒng)GDP的97%,資源環(huán)境損失成本占到傳統(tǒng)GDP的3%,2012年河南省經(jīng)濟(jì)增長(zhǎng)在一定程度上是以犧牲資源與環(huán)境為代價(jià)換來(lái)的。
[Abstract]:Traditional GDP only determines the scope of accounting from the market activities and the relationship with the market, and does not cover all economic activities, so that many non-market-oriented activities are excluded from the scope of accounting. In particular, the consumption of natural resources and the degradation of environmental quality caused by economic activities, etc. Green GDP accounting is the core of natural resources accounting and ecological environment based on the traditional GDP index accounting system. It's included. Including both market-based and non-market-based activities. Based on available statistical data. In 2012, the green GDP of Henan Province was two tillion eight hundred and sixty-nine billion one hundred and thirty-four million yuan. Compared with the traditional GDP, it is ninety billion seven hundred and ninety-seven million yuan less than the traditional GDP, and the cost of resource and environment loss accounts for 3% of the traditional GDP. In 2012, Henan Province's economic growth came at the expense of resources and environment.
